Bhubaneswar: The Higher Education Department on Tuesday opened the application window for the State Government’s new "Bidesh Sikhyabruti" scholarship, aimed at assisting Scheduled Caste (SC) and Scheduled Tribe (ST) students from Odisha to pursue postgraduate and doctoral studies at leading foreign universities.
