Jammu: Lieutenant Governor Manoj Sinha on Friday inaugurated a cluster of new infrastructure facilities at the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), Jammu, and launched a Startup Outreach Programme under the Jammu and Kashmir Climate Innovation Programme (JKCIP).

New facilities to support research, students and agritech innovation

The facilities opened at the university include the Unnati Girls Hostel, Centre for AI and ML in Agriculture, Centre for Mushroom Research and Innovation, Advanced Sericulture Laboratory and the Centre for Digital Media and Publication. The event convened researchers, young entrepreneurs, innovators and farmers from across the Jammu division, according to official reports.

The Lieutenant Governor described the newly inaugurated units as more than physical additions to campus infrastructure, calling them “a commitment to the region’s innovators, entrepreneurs, researchers and farming families”.

Push for technology-led agrarian solutions, adapted to local conditions

Sinha highlighted international models where technology has been applied to agriculture and allied sectors. He referred to a dairy innovation hub in the Netherlands that combines scientific research, private firms and farmers to develop AI-based nutrition and animal-health solutions; Israel’s use of integrated data and smart management across agriculture and dairy; New Zealand’s digital initiatives in animal husbandry; and a Brazilian irrigation startup that grew from a farmer’s problem into a scalable venture.

“Today, there are startups worldwide continuously exploring new possibilities in agriculture and allied sectors. The biggest message from these startups and new innovations is that agriculture and allied sectors themselves are the next big frontier for innovation. You must understand your own fields, farmers, climate, and local problems to prepare your next solution, and customize those models”

The Lieutenant Governor urged Jammu and Kashmir youth not to merely replicate foreign solutions but to study regional soils, climate, crop patterns and farmers’ needs before designing technologies or business models suited to local conditions.

Women-led enterprises, outreach to farmers and students

At the inauguration, Sinha reiterated the importance of supporting women entrepreneurs and indicated a preference for enterprise models led by women, as part of broader efforts to expand livelihood options in rural and semi-urban areas. The launch of the Startup Outreach Programme under JKCIP is intended to connect innovators with university resources, extension services and farmer communities.

  • New hostel facility aimed at supporting female students and researchers (Unnati Girls Hostel).
  • Technology and research centres to foster agritech, mushroom cultivation and sericulture innovation.
  • Startup Outreach Programme under JKCIP to link university research with incubation, mentorship and farmer engagement.

Practical implications for farmers, students and entrepreneurs

The addition of specialised centres — particularly for AI, mushroom research and sericulture — is likely to broaden research opportunities and practical training for students and local farming communities. The Centre for Digital Media and Publication may support dissemination of extension materials, while the Girls Hostel addresses residential needs that can improve access to higher education for women from distant areas.

Officials said the Startup Outreach Programme will bring together innovators, researchers and farmers, creating potential pathways for pilot projects, product development and market linkages. The emphasis on local adaptation of technology reflects a preference for bottom-up, context-aware innovation rather than simple technology transfer.

What stakeholders can expect next

With the infrastructure now in place, stakeholders — including university departments, students, local start-ups and farmer groups — will be able to access laboratory facilities, incubation support and digital media services. The practical impact will depend on the pace of operationalisation, availability of faculty and technical staff, and the funding and mentorship mechanisms linked to the JKCIP outreach initiative.

Facility Primary focus
Unnati Girls Hostel Residential support for female students
Centre for AI and ML in Agriculture Data-driven agritech research and applications
Centre for Mushroom Research and Innovation Mushroom cultivation research and value chains
Advanced Sericulture Laboratory Research on silkworms and sericulture practices
Centre for Digital Media and Publication Extension content, outreach and publications

The Lieutenant Governor’s remarks framed agricultural innovation as an urgent frontier for economic opportunity in Jammu and Kashmir, while cautioning that success will require tailoring technology to local ecology and livelihoods. The newly inaugurated units and the JKCIP outreach are intended as institutional steps toward that objective.
