The Registrar General and Census Commissioner of India has notified a 40-question Population Enumeration form for Census 2027, with the second phase of enumeration to begin in Ladakh and snow-bound pockets of Jammu & Kashmir from 17 August and continue until 30 September, official communication showed.
New items, expanded coverage
The new instrument for Census 2027 increases the number of fields that enumerators will record. Compared with the 29 questions used in 2011, the updated questionnaire contains 13 additional items. These newly added data fields include particulars such as the names of spouses and parents, nationality, digital literacy, permanent residential address, place of COVID-19 vaccination, number of bank accounts, and the availability of identity documents like passport, driving licence, Aadhaar and voter identity.
Amit Sharma, Chief Principal Census Officer and Director, Census Operations for Jammu & Kashmir and Ladakh, explained the rationale behind the expanded list and the modalities planned for the two Union Territories.
“The questions are decided after several rounds of discussions with all Ministries. No private or confidential data is being sought by enumerators; these are all documents provided by the government,” Amit Sharma said, adding that the data collected will be protected under the Census Act, 1948.
Self-enumeration and schedule
Self-enumeration — an option for residents to provide their details without a house visit — will be operational for the whole of Ladakh and in the snow-bound areas of 16 districts in Jammu & Kashmir. The earlier timetable for these regions means enumeration there will precede the nationwide exercise, which is set to be carried out in February 2027.

Data protection and documentary basis
Officials emphasised that enumerators will not seek confidential financial details. For example, while the number of bank accounts per individual is being recorded, account-specific information will not be solicited. Identity-document entries are limited to whether documents exist and their reference numbers when available; these include Aadhaar, voter ID, passport and driving licence — all government-issued documents.
Sharma advised households to prepare necessary documents in advance. He said writing down details before the enumerator’s visit would facilitate a smoother process, given that the expanded questionnaire may take longer to complete than the 2011 format.
Operational and practical notes
The inclusion of additional fields follows inter-ministerial consultations, according to the Census office. Officials reiterated that all information gathered through the enumeration is covered by statutory confidentiality provisions under the Census Act, 1948. Enumerators are being briefed on the new items and the expected increase in time per household.

For residents of Ladakh and the specified snow-bound districts in Jammu & Kashmir, officials have urged cooperation to ensure accurate and timely enumeration. The advance schedule is intended to accommodate climatic and logistical constraints in high-altitude and snow-affected terrain.
Implications for planning
Data from the Population Enumeration will feed into the larger Census 2027 exercise and is expected to inform policy and planning at both Union Territory and central levels. The additional questions aim to provide a more detailed demographic and identity profile of the population, which departments say will assist in targeted delivery of services and infrastructure planning.
The Census office in the region has said training for enumeration staff and public awareness efforts are being prioritised to ready enumerators and respondents for the revised format and procedures.
Given the statutory protections for census information, officials asked the public to cooperate fully and to prepare available identity documents ahead of the enumerator’s visit or for self-enumeration where applicable.
