The Haryana Cabinet on Thursday approved the Haryana Private Coaching Institutes (Registration and Regulation) Rules, 2026, establishing a statutory framework for the registration and oversight of private coaching centres across the state. The move follows the Haryana Registration and Regulation of Private Coaching Institutes Act, 2024, and aligns with central government guidelines issued in January 2024, an official spokesperson said.

Who must register and how

Under the rules, every existing private coaching institute as well as any entity planning to set up a new centre in Haryana must apply for registration through a designated online portal. A one-time registration fee of ₹10,000 has been prescribed; payment will be accepted electronically.

  • Applications will be examined by the concerned authority within 30 days.
  • On completion of scrutiny, a registration certificate valid for three years will be issued.
  • The rules aim to enable monitoring of functioning and ensure compliance with the law, the spokesperson said.

Purpose and expected impact

The state said the regulatory framework is intended to make coaching institutes more transparent and accountable and to ensure they operate in a student-friendly manner. The government will be able to monitor operations and take action where necessary under the Act.

“The regulatory framework is intended to ensure that private coaching institutes operate in a transparent, accountable and student-friendly manner while providing the government with an effective mechanism to monitor their functioning and ensure compliance with the law,” the spokesperson said.

Education stakeholders, parents and students who rely on private tuition for competitive and professional examinations are likely to see changes in how centres are governed. While the rules set a registration requirement and fee, details on standards for infrastructure, teacher qualifications, fee ceilings or grievance redressal mechanisms are expected to be part of the implementing regulations or subsequent notifications.

Related approvals: private university in Gurugram

Alongside the coaching institute rules, the cabinet sanctioned an amendment to the Haryana Private Universities Act, 2006, to permit establishment of Masters Union University in Gurugram. The proposed university will be set up by Shanti Foundation Trust, Gurugram, a charitable, non-political, non-profit and non-sectarian body engaged in education.

The trust has proposed to locate the institution on about 5.14 acres of contiguous land. The cabinet cleared the Haryana Private Universities (Amendment) Bill, 2026, to facilitate the change.

Provision Detail
Registration fee ₹10,000 (electronic payment)
Scrutiny period 30 days
Registration validity 3 years
Land for new private university 5.14 acres (contiguous)

What this means for institutes and students

Coaching centres that have been operating without formal registration will need to comply with the new process. Institutes should prepare to submit documentation and pay the prescribed fee through the portal once it is operational. Existing centres may face inspection or follow-up checks as authorities implement the regulatory mechanisms envisioned under the 2024 Act.

For students and parents, the rules promise greater oversight, but practical effects will depend on the specifics of enforcement — including whether the state notifies standards for infrastructure, staffing, fee disclosure and handling of complaints. The spokesperson emphasised monitoring and compliance but did not supply further operational details.

Next steps

The government will roll out the online portal for applications and publish any ancillary guidelines required to implement the rules. Stakeholders should watch for official notifications giving the portal address, documentation checklists and timelines for phased enforcement.

The cabinet also approved a supplement to the state’s startup policy, the spokesperson added, but further particulars were not immediately disclosed.

Authorities have framed the rules under the Act that provides for regulation of coaching related to higher studies, jobs, professional courses and competitive examinations. The alignment with Union government guidelines suggests Haryana intends to standardise oversight consistent with wider national directives.
