The Haryana Town and Country Planning Department (TCPD) has cancelled the licence of Ocean Seven Buildtech Pvt. Ltd. for an Affordable Group Housing colony on about 7.5 acres in village Baburpur, Sector 109, Gurugram, and declared that the land and building of the colony are "deemed to vest with the Government", according to an order dated August 7.
Regulatory basis and timeline
The cancelled licence — Licence No. 6 of 2016 — was valid only up to June 15, 2021. The TCPD invoked the Affordable Housing Policy, 2013, which requires completion of projects within four years from the approval of building plans or grant of environmental clearance, whichever is later. The building plans for the colony were approved on 26 September 2016.
The department found that the developer failed to carry out development within the stipulated period and that no substantial construction had been undertaken on the site. Multiple show-cause notices were issued and a personal hearing opportunity was granted, the order said.

Complaints, dues and prior action
The TCPD noted complaints from allottees regarding non-delivery of possession. Separate complaints were reported against the builder for projects in Sector 69 and Sector 70 of Gurugram as well. A departmental review meeting was held on 6 February 2023, when no representative of the company attended. The TCPD then suspended the licence for the Sector 109 project and two other licences held by the builder by an order dated 23 February 2023.
Separately, the Haryana State Enforcement Bureau registered an FIR against the builder on 31 August 2025, the TCPD order records.
