Haryana approves purchase of 26,161 transformers, up to 7,500 safety kits for linemen

The High Powered Purchase Committee, chaired by Chief Minister Nayab Singh Saini, sanctioned the procurement to bolster distribution and transmission capacity and improve safety for linemen, alongside approving ₹81 crore for GIS bay construction.

Chandigarh: The Haryana government has approved the purchase of 26,161 transformers and the procurement of between 5,000 and 7,500 safety (T&P) kits for linemen, in a move aimed at strengthening the state's power infrastructure and enhancing worker safety, a government release said on Monday.

Approvals at HPPC meeting

The decisions were taken by the High Powered Purchase Committee (HPPC) chaired by Chief Minister Nayab Singh Saini at Haryana Niwas. The committee also cleared the construction of GIS (Gas Insulated Switchgear) bays at various power stations, at an approved cost of ₹81 crore.

According to the release, negotiations with suppliers led to rates lower than the prescribed prices for transformers, safety kits and GIS bay construction.

Breakdown of sanctioned transformers

The HPPC approved specific allocations for the state's power distribution and transmission corporations. The release gave the following detailed breakdown:

Corporation / Type Specification Quantity
DHBVN (Dakshin Haryana Bijli Vitran Nigam) Three-phase 11 kV/433-250 V, 400 kVA distribution transformers 100
HVPNL (Haryana Vidyut Prasaran Nigam Ltd.) Power transformers 40/50 MVA, 132/33 kV 28
HVPNL Power transformers 25/33.5 MVA, 66/11 kV 33
UHBVN (Uttar Haryana Bijli Vitran Nigam) Distribution transformers 100 kVA 26,000

Safety kits for linemen

For the first time, the government will procure between 5,000 and 7,500 special T&P kits containing 14 items each to be distributed among linemen and assistant linemen of DHBVN and UHBVN. The kits are intended to improve on-the-job safety for field staff who maintain and repair overhead and underground networks.

Alongside kit procurement, the committee approved construction works to expand GIS infrastructure in substations, a measure that the release said would improve substation reliability and reduce maintenance challenges.

"The Haryana Government is giving special attention to ensuring uninterrupted power supply to the people of the state and further strengthening the power system," the release quoted Chief Minister Nayab Singh Saini as saying.

What the approvals mean locally

Officials said the new distribution transformers and transmission units are intended to ensure adequate equipment availability and create backups for emergencies. The sizeable allocation of 26,000 100 kVA distribution transformers for UHBVN indicates a focus on augmenting distribution capacity in the northern half of the state, while HVPNL's power transformers target higher‑voltage transmission needs.

  • Supply resilience: Increased transformer stocks should reduce delays in replacing failed units and support faster restoration during outages.
  • Worker safety: Standardised T&P kits aim to lower accident risks for linemen conducting live‑line and maintenance work.
  • Substation reliability: GIS bay construction is expected to reduce fault rates and maintenance downtime at critical nodes.

The release did not specify the procurement timeline or the source of funding beyond the ₹81 crore approved for GIS bay construction. It also did not give a firm number within the 5,000–7,500 range for the safety kits or detailed delivery schedules for the transformers.

Procurement at this scale will require contract awards, manufacturing lead times and staged deliveries. Distribution corporations will subsequently allocate transformers and safety kits to specific districts and feeders based on asset condition surveys and supply-demand assessments, officials said.

The HPPC's decisions come as the state continues efforts to strengthen electricity infrastructure and reduce disruptions for consumers, while responding to heightened attention on occupational safety for power workers across India.
