SAPS opens disciplinary probe after 10111 call linked to fatal Dunoon mob attack

SAPS management has launched an internal disciplinary investigation into a 10111 call-centre operator after allegations that an emergency call reporting a mob attack in Dunoon was not handled appropriately, a development that follows the discovery of four bodies near the N7 off-ramp on Malibongwe Drive.

Allegations and immediate response

The complaint centres on a call to 10111 at about 13:30 in which a member of the public reported witnessing what appeared to be a mob attack in the vicinity of the N7. According to reporting by Tracy-Lynn Ruiters, the caller attempted to provide a GPS location but was repeatedly asked to supply an exact location. The call was allegedly terminated after the caller requested the operator’s details.

Following receipt of the complaint, the recording of the call was reviewed and concerns were identified about how the matter was handled. SAPS management at the Maitland call centre initiated disciplinary action against the operator after being alerted by the complainant, SAPS spokesperson Novela Potelwa said.

“The matter you are enquiring about is the subject of an internal SAPS disciplinary investigation initiated by the management of the Maitland call centre upon being alerted by the complainant.”

Potelwa said the case was being taken seriously and that the investigation would seek to establish precisely what occurred during the call.

Context: four deaths in Dunoon

The complaint is linked to the killing of four people, whose bodies were found in an open field near the N7 off-ramp on Malibongwe Drive in Dunoon on Sunday. Police Oversight and Community Safety MEC Anroux Marais said she was alarmed by the alleged inaction and welcomed the disciplinary steps taken by SAPS.

Marais emphasised that any failure by an official to act when duty demanded it must be treated seriously. The review of the call recording and the disciplinary process are intended to determine whether the operator’s conduct amounted to dereliction of duty.

Questions for policing practice and oversight

The incident raises several operational questions for policing and emergency call handling systems:

• How are GPS location details captured and acted upon by 10111 operators?
• What training and protocols guide operators when a caller reports an ongoing violent incident?
