Agartala: The Tripura Legislative Assembly will convene a three-day monsoon session beginning on August 27, with further sittings on August 28 and August 31, Speaker Rampada Jamatia said on Friday after the Assembly’s Business Advisory Committee (BAC) finalised the schedule.

Schedule and rationale

The House will meet at 11 am on each of the three sitting days, the Speaker said. The BAC meeting, chaired by Jamatia, decided on the compact three-day arrangement to avoid disruption by the weekend as the session opens on a Friday.

Deputy Speaker Ram Prasad Paul, Parliamentary Affairs Minister Ratan Lal Nath, Transport and Tourism Minister Sushanta Chowdhury, Leader of the Opposition Jitendra Chaudhury, Congress MLA Gopal Chandra Roy and Minister Animesh Debbarma were present at the BAC meeting, according to the Speaker.

Agenda and business

At the time the BAC met, Speaker Jamatia said no government bill had been listed for the session, although bills could be introduced during proceedings. The committee admitted a short-duration discussion notice from Congress MLA Sudip Roy Barman on smart meters and electricity billing, which is already listed for discussion.

Jamatia said the three-day arrangement was planned to prevent the weekend from disrupting the proceedings, particularly since the session is beginning on a Friday.

Additional notices on public issues may still be submitted before the session begins, the Speaker added. The BAC reviewed the proposed agenda, the duration of sittings and logistical arrangements for the House.

Paperless Assembly plans

Members also discussed a proposed transition towards a paperless Assembly. Jamatia said the shift would require more time before it could be implemented, indicating that the Assembly would continue to use conventional documentation for the immediate session.

What to expect in the coming days

While the formal programme of government bills is yet to be notified, the session is expected to provide a forum for discussion on development-related matters and public concerns affecting the state. The admitted short-duration discussion on smart meters suggests that issues related to utilities and billing may figure early in the proceedings.

Political and administrative implications

Short monsoon sittings are not uncommon in state legislatures when governments seek focused debate on specific issues or when calendar constraints make longer sessions difficult. By scheduling three non-consecutive days, the Assembly aims to balance legislative business with the practicalities of members' schedules and weekend interruptions.

The possibility of introducing bills during the session means the agenda could expand, depending on decisions by the government and the parliamentary affairs ministry. Opposition leaders and individual MLAs retain the right to raise notices on public grievances and policy matters prior to the start of the House.

Logistics and public access

The BAC also reviewed logistical arrangements for the sittings. Details on gallery access for the public and media, or any special COVID-19 related protocols if applicable, were not specified by the Speaker at the meeting and may be issued by Assembly secretariat closer to the first sitting.

The monsoon session will formally conclude on August 31, unless the Assembly takes a decision to extend or alter the schedule in the course of the sittings.
