Agartala: The Tripura Cabinet on Wednesday decided to drop the Permanent Resident of Tripura Certificate (PRTC) as a mandatory condition for direct recruitment to posts under the administrative control of the state government and substituted it with a schooling-based eligibility requirement, officials said.
Change follows High Court direction
Food Minister and Cabinet spokesperson Sushanta Chowdhury said the move was taken in response to a challenge in the Tripura High Court and its observation that making PRTC mandatory for recruitment could be at variance with Article 16(3) of the Constitution. A resident of Delhi had approached the High Court contesting the PRTC requirement, after which the court directed the state to re-examine the condition, officials said.
“Today’s Cabinet meeting has decided to cancel the PRTC requirement for direct recruitment under the administrative control of the Government of Tripura,” Chowdhury said.
New schooling criterion
Under the revised provision incorporated into recruitment rules, candidates will be required to have completed regular schooling for a minimum of five years between Class 1 and Class 12 in one or more schools located in Tripura. The Cabinet has approved replacing the earlier PRTC clause with this schooling-based clause, Chowdhury said.
Officials framed the new condition as a way of ensuring that applicants have a substantial educational connection with the State of Tripura while addressing the legal concerns raised by the High Court.
