A woman in her 40s collapsed and died at the Muizenberg police station after being brought there following a domestic incident, and community members have staged a peaceful protest demanding a faster, more transparent inquiry, the South African Police Service (SAPS) said on Thursday.
Memorandum handed to police; investigation under way
The deceased has been identified as Cebisa Silwana, who, according to SAPS, was taken to the station after an altercation at her Capricorn home. SAPS confirmed it had received a memorandum from protestors pressing for the investigation into her death to be prioritised.
Western Cape SAPS spokesperson Sergeant Wesley Twigg said an inquest had been opened to determine the cause of death and that the woman was not in police custody at the time she collapsed. Twigg added that a post-mortem would be conducted.

The memorandum requests that Provincial SAPS assume oversight of the investigation. The Provincial SAPS office confirmed the document was handed to the District Commander and said allegations involving police members at the station were receiving attention, but described the probe as "very sensitive" and declined to provide further details while the investigation continues.
Community concerns and policing forum response
Members of the Muizenberg Community Policing Forum (CPF) described the circumstances that led to the woman being taken to the station. Wayne Turner of the CPF said two SAPS members responded to a complaint and encountered family members who were increasingly vocal and allegedly abusive. In an effort to de-escalate, the officers transported involved family members to Muizenberg police station, where the matter was reportedly resolved and family members allowed to return home. Shortly afterwards, one of the individuals collapsed at the station and later died.
Turner urged the public not to draw conclusions while the matter is still under investigation.
Oversight questions: IPID stance
The Independent Police Investigative Directorate (IPID) will not be investigating the death at this stage. According to the CPF statement cited by SAPS, IPID determined the incident falls outside its legislative mandate. That position has fuelled calls from the community for Provincial SAPS to take direct responsibility for the inquiry.
