MANGAUNG, Bloemfontein — Decaying sewage infrastructure across the Mangaung metropolitan area is causing raw effluent to flow into waterways and fields, with one stretch of road beside Denne Avenue now dominated by a foul, 1,500-square-metre sewage vlei.
Broken works, missing pumps and untreated sewage
On the south-eastern edge of Bloemfontein, near land belonging to the Rivers of Living Waters Ministry, leaking water pipes and overflowing wastewater have combined to create visible and odorous contamination. About 2.5km further on lies the Sterkwater wastewater treatment works — one of Mangaung’s principal sewage plants — which local sources and inspections show is not processing sewage as intended.
According to reporting by GroundUp and effluent quality results posted on the Department of Water and Sanitation’s (DWS) Integrated Regulatory Information System, engineering failures and missing equipment mean sewage from several township areas does not reach Sterkwater. The plant’s three Archimedes screw pumps are absent, leaving an estimated 25-million litres of raw sewage a day to spill into roadside ditches, fields and ultimately the Renosterspruit.
“Nothing is working here,” a municipal employee, not authorised to speak to the press, said at the Sterkwater gate, according to GroundUp.
Regulatory scores show widespread non-compliance
The DWS data cover 13 sewage treatment works managed by Mangaung. Only the small Bloemdustria works, which treats about 2,000 kilolitres (2,000,000 litres) per day, achieves the minimum microbiological compliance for faecal bacteria. However, Bloemdustria recorded 0% compliance on three other effluent-quality indicators, including chemical parameters.
Worryingly, seven of the municipality’s treatment plants show 0% compliance across all four effluent indicators tracked by DWS.

Path of pollution and downstream risk
GroundUp’s field reporting describes a sequence in which raw sewage travels roughly 400 metres along the road then seeps into a canal and a further 600 metres before entering the Renosterspruit. The Renosterspruit is an irrigation source for crops north-east of the city; it joins the Modder River and eventually the Vaal. That means contamination in Mangaung has potential implications for agricultural users and communities well beyond the municipal boundary.
Impact on residents and municipal finances
Residents in affected townships — including Rocklands, Turflaagte and Sonskyn — have effectively been left without reliable sewage removal. A municipal insider told GroundUp that the Sterkwater site appears not to be receiving sewage because the conveyance equipment is not in place.
The public-health consequences of prolonged discharge of untreated sewage include increased risk of waterborne disease and contamination of irrigation water for food production. There are also reputational and regulatory consequences for Mangaung; persistent non-compliance with DWS standards can trigger enforcement and demands for remedial investment.
