Construction has formally begun on Wilgepark, a R3 billion mixed‑use precinct planned at the junction of the N3 and N5 near Harrismith. The developer says the project will combine retail, commercial, hospitality and residential components and will be built in phases, with initial site handovers taking place after a sod‑turning ceremony held on Friday.
Scale, jobs and strategic location
The scheme is being promoted as a regional destination serving the Free State and providing direct logistics links to Gauteng, KwaZulu‑Natal and the central Free State interior via the national routes. Project figures in the developer’s announcement estimate as many as 2 000 construction jobs during the building phase and between 500 and 800 permanent operational posts once the precinct matures.
Calvin and Family Group, the development company, has outlined five core precincts for Wilgepark which are intended to integrate daily services, trade and lifestyle offerings within a single, connected site. Chair Calvin Mathibeli described the aspiration for the development as creating an area where people can meet multiple needs in one place.
“We want to create an integrated space where people can shop, work, live and access hospitality services, while opening opportunities for businesses and local communities.”
How the precinct is structured
The project is divided into five operational precincts designed to fulfil different economic and social roles. These are described by the developer as:
- Waterfront Mall – retail outlets, restaurants and everyday consumer services;
- Waterfall Precinct – two‑storey commercial showrooms for automotive, home interiors and building suppliers;
- The Levels Hotel – hospitality with accommodation, conference and wellness facilities;
- The Kraal Estate & The Kraal Apartments – free‑standing homes and apartment units with landscaped lifestyle amenities;
- Supporting logistics and service infrastructure – to link the precinct to regional freight networks and agricultural nodes.
| Precinct | Primary function |
|---|---|
| Waterfront Mall | Retail and food services |
| Waterfall Precinct | Showrooms and trade outlets |
| The Levels Hotel | Accommodation, conferencing, events |
| The Kraal Estate & Apartments | Residential and lifestyle |
Local consequences and outstanding details
For Harrismith residents the development promises a boost to local employment and opportunities for small businesses that supply and service larger projects. The junction location gives Wilgepark potential to capture passing freight and traveller spend, and to act as a logistics node for the central Free State. Municipal planning and service departments will need to monitor demand on roads, water and electricity networks as the project progresses.
The developer said further information on construction timetables, civil works and commercial leasing milestones will be released as site installations advance. At this stage the public announcement provides the high‑level structure and estimated job numbers; finer details on phase durations, contractor appointments, local procurement targets and municipal agreements were not included in the release.
Residents, local businesses and potential tenants should expect staged rollouts of building work and formal notices from the developer and the municipality relating to traffic management, tender opportunities and any environmental approvals required for each phase.
Wilgepark joins a number of recent investments pitched to capitalise on Harrismith’s central position on national road routes. How much of the projected employment and local benefit materialises will depend on the delivery of construction contracts, the pace of tenancy uptake in the precinct and co‑ordination with municipal services as works proceed.
