Summit schedule and objectives
The Cabinet cleared a tentative schedule for the summit on 7, 8 and 9 December. The event will be organised on the theme “Invest Telangana” and is intended to showcase the state’s investment potential, with emphasis on the defence, aerospace and pharmaceuticals sectors, the government said.
A sub‑committee to oversee preparations will be headed by Deputy Chief Minister Mallu Bhatti Vikramarka, with ministers D. Sridhar Babu, N. Uttam Kumar Reddy and G. Vivek as members. Special committees will also be constituted to handle various aspects of the summit, including exhibitions and sectoral displays.
The government said the three-day platform will also be used to unveil the Future City Master Plan and to highlight achievements of Telangana startups, industries and innovations across sectors. Officials expect the summit to bolster efforts to attract investments and lift the Gross State Domestic Product (GSDP).
Skill‑education overhaul
In a significant policy move, the Cabinet approved the transfer of all Industrial Training Institutes (ITIs), Advanced Training Centres (ATCs) and polytechnic colleges from the Telangana Education Act framework to the Young India Skills University (YISU). The institutions will also be administratively shifted from the Industries Department to the Shakti Department.
The decision is aimed at consolidating technical and vocational training under YISU to standardise curricula, strengthen industry linkages and expand skill-development opportunities for youth, the Cabinet noted. Officials said the step is expected to improve employability outcomes, though detailed implementation modalities will be worked out by the responsible departments.
Expansion of residential schools
The Cabinet further approved construction of Young India Integrated Residential Schools (YIIRS) in seven Assembly constituencies — Adilabad, Nirmal, Mudhole, Boath, Sirpur, Gajwel and Dubbaka. With these approvals, permissions have been granted for 86 YIIRS complexes overall; the government has a plan to set up schools in 113 constituencies.
Officials said the state will proceed to acquire land and commence construction of the newly approved complexes. The YIIRS initiative forms part of the broader Young India education and skills agenda that the government is rolling out across districts.
Other Cabinet priorities
During the meeting, ministers discussed measures to accelerate industrial development, attract investments, create jobs, and improve delivery of digital services. The Cabinet also directed officials to fast‑track actions needed to implement the summit and the institutional transfers of training institutes.

State officials indicated the summit will include industry pavilions, exhibitions of technology and start‑up achievements, and sessions to present investment opportunities. The Future City Master Plan is expected to be one of the headline releases, aimed at attracting placemaking and infrastructure investment proposals.
Implementation and next steps
The government has constituted the sub‑committee to co‑ordinate preparations between departments, municipalities and industry stakeholders. Separate special committees will handle logistics, protocol, exhibition curation and investor outreach. Departments concerned have been asked to initiate land acquisition for the YIIRS sites and to work on the process of legally and administratively transferring institutes into the YISU framework.
Officials said further operational details, budgetary allocations and timelines will be communicated after committee consultations and preparatory work. The Cabinet emphasised that the summit should function as a catalyst for investment, skill enhancement and job creation across Telangana.
