State steps up procurement infrastructure ahead of Kharif season
Telangana has instructed officials to open additional cotton procurement centres for the 2026-27 Kharif marketing season, ordering purchases at the minimum support price (MSP), quicker settlement of farmers' dues and strengthened logistics, officials said on Friday. The move follows a review by Agriculture and Marketing Minister Tummala Nageswara Rao at the Secretariat.
The Centre has fixed the cotton MSP at ₹8,667 per quintal for the current season. State-level market rates in Telangana are currently running at about ₹9,000 per quintal, supported by firm demand and lower output, according to the government note.
Officials were directed to co-ordinate closely with the Cotton Corporation of India (CCI) to ensure procurement when market prices fall below the MSP, while allowing farmers to access open-market sales if private rates are higher. The state has also emphasised quality testing, storage arrangements and transport planning at the procurement points.
Numbers and distribution
To handle the season, the CCI has increased its procurement outlets in Telangana from 122 to 133. In addition, the government has notified 335 out of the State’s 356 ginning mills as purchase centres across districts, creating a more distributed network for intake, testing and dispatch.
| Item | Figure |
|---|---|
| CCI procurement centres (previous) | 122 |
| CCI procurement centres (now) | 133 |
| Ginning mills notified as purchase centres | 335 of 356 |
| Area under cotton this season | 48.20 lakh acres |
| Estimated production | 29.43 lakh metric tonnes |
Digital tracking and payment safeguards
The state is deploying a digital layer to monitor eligible farmers, quantities procured and payment flows. Officials said the Kapas Kisan mobile app, along with online payment systems and farmer verification mechanisms, will be used to improve transparency and speed up settlements. As of 21 October, records for 12.75 lakh farmers had been linked to the app.
- Farmers may sell through the open market when private rates exceed the MSP.
- If market prices drop below the MSP, growers can approach CCI procurement centres for assured purchase.
- District and state committees will monitor market prices, procurement progress, and quality testing.
Officials have been instructed to ensure that procurement points maintain adequate infrastructure to receive cotton, conduct quality assessment, arrange onward transportation and provide storage. The wider network of market yards, ginning facilities and transport links aims to avoid concentrating procurement pressure on a small set of central locations.
Local impact and practical considerations for growers
For farmers in Telangana—who planted cotton over 48.20 lakh acres this season—the expanded procurement footprint is intended to reduce travel time to purchase centres and cut delays in payment. The government said it will monitor procurement progress and market prices at both district and state level to address bottlenecks early.
Growers should ensure they complete any required verification on the Kapas Kisan app so that entitlements and payments can be tracked. The state’s emphasis on digital payments aims to limit cash handling and speed remittances into farmers’ bank accounts.
Officials also highlighted the need for quality testing at intake points to prevent disputes and to route consignments efficiently to ginning and storage facilities. The use of multiple entry points—CCI centres plus notified ginning mills—is designed to streamline logistics and reduce handling time.
With procurement arrangements now broadened and digital checks tightened, the state administration says it is seeking a balance between market-determined prices and assurance to producers via MSP support when required. Monitoring teams at district level will publish progress updates and address operational problems during the purchase season.
Further operational details were not immediately made public; officials said the Marketing Department will coordinate implementation with CCI and district teams in the coming days.
