New SPV to implement Gaya Integrated Manufacturing Cluster

The National Industrial Corridor Development Corporation (NICDC) on Saturday launched Bihar Integrated Manufacturing City Gaya Limited (BIMCGL), a special purpose vehicle (SPV) set up to develop the Integrated Manufacturing Cluster (IMC) at Gaya under the Amritsar–Kolkata Industrial Corridor (AKIC). The company was formally inaugurated by Bihar Chief Minister Samrat Choudhary at Bodh Gaya, the Ministry of Commerce & Industry said in a statement.

Scale, approvals and institutional structure

The IMC at Gaya covers 1,670 acres in the Dobhi block of Gaya district. The project received central approval on 28 August 2024 at a total sanctioned cost of ₹1,339 crore, which includes land-acquisition costs. BIMCGL was incorporated on 6 January 2025 as a joint venture between the Bihar Industrial Area Development Authority (BIADA) and the National Industrial Corridor Development and Implementation Trust (NICDIT), each holding equal equity.

Investment and employment targets; early MoUs

According to the release, BIMCGL has signed 12 memorandums of understanding covering about 300 acres, with proposed investments totalling approximately ₹4,200 crore. The IMC is expected to attract overall investments of roughly ₹16,500 crore and is projected to generate employment opportunities for around 1.10 lakh people.

  • Project area: 1,670 acres (Dobhi block, Gaya)

Role and responsibilities of BIMCGL

The Ministry said BIMCGL will act as the dedicated implementing agency for the IMC and will be responsible for coordinated planning, developing infrastructure, obtaining statutory clearances, providing utility connectivity and facilitating investors. The institutional framework is intended to allow "faster decision-making, effective monitoring and timely resolution of implementation-related issues," the statement added.

"The National Industrial Corridor Development Corporation (NICDC) marked a significant milestone in advancing industrial development in Bihar with the formal launch of Bihar Integrated Manufacturing City Gaya Limited (BIMCGL)," the release said.

Officials emphasised that early investor commitments — the 12 MoUs covering about 300 acres — signal private-sector interest ahead of full infrastructure delivery. The IMC is part of the Amritsar–Kolkata Industrial Corridor (AKIC), one of several corridors under the National Industrial Corridor Development Programme (NICDP) aimed at promoting industrial clusters and manufacturing-led growth.

Local implications and next steps

For Gaya district, the IMC could bring expanded industrial land use in the Dobhi block, potentially altering local employment patterns and municipal service needs. The central sanctioning and the joint venture structure aim to accelerate project execution, but delivery will depend on timely land conversion, utility connections and clearances. The Ministry statement notes the SPV will expedite project execution through coordinated planning and investor facilitation, but did not detail timelines for major milestones such as infrastructure completion or phased land allotment.

As BIMCGL moves from inauguration to implementation, attention in Gaya will turn to how quickly basic services — roads, power, water and waste management — are put in place and how local stakeholders are involved in recruitment and supply-chain opportunities created by the IMC.
