Kargil, August 18, 2026: Member of Parliament Ladakh Mohmad Haneefa completed his Self-Enumeration for the second phase of Census-2027 at his residence in Bemathang, Baroo, Kargil, officials reported on Tuesday. With his submission, Haneefa became the third resident in Kargil district to use the online self-enumeration facility after the district's window opened.
What residents must do and key dates
The Union Territory administration said the online self-enumeration (SE) period for the district runs from 17 August to 31 August 2026. Citizens are asked to provide household information through the designated Census portal: https://se-snowbound.census.gov.in.
The Population Enumeration phase, during which appointed enumerators will carry out door-to-door visits, is scheduled from 1 September to 30 September 2026. According to official guidance, enumerators will record responses by asking each household up to 40 questions using the authorised mobile application.

The informal programme at the MP's residence was attended by census officials and local administrators, the administration reported. Present were Amit Kumar Bhargav, Deputy Chief Principal Census Officer J&K and Ladakh UT; Vijay Kumar, AD Census; Kacho Mohammed Hussain, Chief Planning Officer Kargil; Khadim Hussain, SO to Additional District Census Officer/DSE Kargil; Sadiq Hussain, District Coordinator Census Kargil; and Mohammed Iqbal, Master Trainer Census Kargil.
Representatives from the Municipal Committee Kargil and the Tehsildar's office also participated, including the Executive Officer, Municipal Committee Kargil, and Ayaz Bhat, Census Charge Officer, Tehsildar Kargil.
Why self-enumeration matters
Self-enumeration enables households to submit their information online in advance of enumerator visits, potentially reducing the time taken during door-to-door enumeration and improving data accuracy. The phased approach — an online window followed by in-person enumeration — has been used to widen participation while ensuring coverage of households without internet access.
- Online submission period: 17–31 August 2026 via the official portal.
- Door-to-door enumeration: 1–30 September 2026 by authorised enumerators using a mobile app.
- Questionnaire length: Up to 40 questions per household during the enumeration phase.
Practical information for residents
Officials urged residents to use the official portal only and to prepare basic household details before commencing self-enumeration. Those who submit their details online will still be covered by the subsequent field enumeration, which will verify and finalise the recorded information. The administration has asked residents to cooperate with enumerators and to verify the identity of field staff before sharing personal details.
The census process in Ladakh and across India provides baseline demographic data used for planning public services, resource allocation and the drawing of administrative boundaries. Accurate participation is important to ensure that the needs of remote and high-altitude communities like those in Kargil are reflected in policy and funding decisions.
Officials said further outreach and assistance will be provided locally to facilitate self-enumeration, particularly for households with limited internet access or digital literacy. Authorities also encouraged community leaders and public representatives to promote participation during the remaining days of the online window.
