L-G launches Phase II self-enumeration for Census 2027; Ladakh to use Oct 1 as reference date

Lieutenant Governor Vinai Kumar Saxena inaugurated the Population Self-Enumeration (Phase-II) in Leh, asking residents to complete digital returns between August 17–31 ahead of door-to-door enumeration in September; Ladakh will use October 1, 2026 as the population reference date.

Leh, August 17: Ladakh's Lieutenant Governor, Vinai Kumar Saxena, on Monday inaugurated the Population Self-Enumeration (Phase-II) for Census 2027 by completing his own self-enumeration in Leh, officials said.

Timetable and reference date

The administration said residents of Ladakh will be able to enter their household details online from 17 to 31 August 2026. This digital self-enumeration is scheduled to precede a door-to-door Population Enumeration exercise planned from 1 to 30 September 2026 in the Union Territory.

Unlike much of the rest of the country, where the Census reference date is expected to be in March 2027, the Union Territory has been notified to use 1 October 2026 (midnight) as the reference date for population data, reflecting local climatic constraints, officials said.

Why Ladakh goes first

Director Census Operations for Jammu and Kashmir and Ladakh, Amit Sharma, said the earlier reference date and the Phase-II timeline respond to Ladakh's unique geography and long winter period when much of the region is snowbound. The administration expects that scheduling the digital and field exercises ahead of snowfall will allow a more complete and timely enumeration.

“Ladakh is a unique region and is also the highest part of the country. It will have the distinction of being number one in terms of altitude,” Amit Sharma said, according to official reporting.

Scope and content of self-enumeration

The self-enumeration form will include about 40 questions, covering demographic particulars, fertility, occupation and other usual census topics. Sharma confirmed that caste will be included in the questions for this census round.

Officials emphasised that self-enumeration is intended to allow households to digitally record information ahead of enumerators' visits, improving accuracy and reducing field time. The Director's office urged all residents across Ladakh, and those in identified snowbound areas of Jammu and Kashmir, to complete the online returns within the notified window.

Special establishments and operational coverage

The Census in Ladakh will also cover special establishments such as the Indian Army, ITBP and the Air Force during Phase II, officials said. The administration characterised the exercise as both statistical and foundational for planning and resource allocation.

Lieutenant Governor Saxena framed the drive in broader governance terms, appealing for active participation so that Ladakh's "unique identity, aspirations and needs" are captured in national data sets.

What residents need to know

  • Self-enumeration window: 17–31 August 2026.
  • Door-to-door enumeration in Ladakh: 1–30 September 2026.
  • Reference date for Ladakh population counts: 1 October 2026, 0000 hours.
  • Form content: around 40 questions, including caste, fertility and occupation.
  • Special establishments such as military and paramilitary units will be included in Phase II coverage.

Administration's intent and next steps

The Census office underlined that the self-enumeration is not a replacement for field enumeration but a preparatory step to streamline data collection. Officials said similar self-enumeration would run concurrently in identified snowbound districts of Jammu and Kashmir between 17 and 31 August.

The Ladakh administration's decision to set an October 1 reference date aims to avoid the disruptive effect of heavy winter conditions on field operations. The Director Census Operations indicated that the rest of the country, including plains and remaining areas of Jammu and Kashmir, will use a later reference date — expected to be 1 March 2027 — subject to formal notification.

Activity Dates for Ladakh
Self-enumeration (online) 17–31 August 2026
Door-to-door Population Enumeration 1–30 September 2026
Population reference date 1 October 2026 (midnight)

Officials asked residents to watch for guidance from the Census office on the online platform and to cooperate with enumerators during the field phase. They also urged community leaders and local institutions to assist in outreach so that the exercise captures an accurate snapshot of Ladakh's population ahead of policy and planning cycles.
