Aizawl: Mizoram Chief Minister Lalduhoma and Education Minister Vanlalthlana on Tuesday held a detailed review of staffing in the School Education department, focusing on vacant administrative posts and a major programme of teacher recruitments, an official statement said.
Key vacancies and promotion proposal
The meeting examined shortages at the district and sub-divisional levels — notably the posts of District Education Officers (DEOs) and Sub‑Divisional Education Officers (SDEOs) — and considered measures to strengthen the administrative cadre that oversees schools across the state. Officials said the government will pursue, on an expedited basis, a proposal to promote existing Circle Education Officers (CEOs) into SDEO positions to fill some of the gaps.
Senior officers from the School Education, Finance and Personnel & Administrative Reforms departments attended the meeting, which also reviewed non-teaching specialised wings such as the Hindi Education Officer, the Adult Education Wing and the Physical Education Wing.
Phased teacher recruitments approved
The state has approved recruitment programmes for teachers across primary, middle and high schools. Details provided by officials showed recruitment will be carried out in phases over more than one financial year.
| School level | Total approved posts | To be filled in current year | Mode |
|---|---|---|---|
| Primary schools | 671 | 100 | Regular recruitment (phased) |
| Middle schools | 544 | 212 | Contractual recruitment (phased) |
| High schools | 107 | 57 | Regular recruitment (phased) |
In aggregate, the approvals amount to 1,322 teacher posts across the three levels, with a portion of each category to be filled during the current financial year. Officials did not provide timelines for subsequent phases but said recruitment will proceed as per administrative and financial clearances.
Other administrative and structural proposals
The meeting examined the proposed formation of a Mizoram Education Service, which is expected to be placed before the Council of Ministers soon. The new service would provide an institutional framework for educational administration in the state, although officials did not release detailed design or implementation timelines.
Officials also considered operating some schools under the public–private partnership (PPP) model, and reviewed proposals to merge or close schools with very low enrolment. The government said these measures aim to optimise resources while ensuring access and quality, but did not list specific schools under consideration.
Recruitment mode and specialised posts
Discussion included the mode of filling specialist positions: the government is considering direct recruitment for the Hindi Education Officer posts, while other wings such as adult and physical education will be reassessed for staffing needs.
- Administrative strengthening: Promotion of Circle Education Officers to SDEO posts is proposed to fill leadership shortages.
- Teacher recruitment: 671 primary (regular), 544 middle (contractual) and 107 high school (regular) posts approved in phases.
- Structural changes: Proposal for Mizoram Education Service and consideration of PPP, merger or closure of very small schools.
Officials said the decisions seek to address both short-term gaps and longer-term structural reform in the state's school system. The phased nature of recruitment reflects budgetary and administrative realities, and further details such as application schedules, eligibility criteria and selection procedures will be announced by the education department as each phase is launched.
Stakeholders — including school administrators, teachers' associations and parents — will be watching for the timelines and modalities of the recruitment drives and any proposals that affect local school management under PPP or school consolidation measures.
