Aizawl/Siaha, Aug 21: Mizoram Chief Minister Lalduhoma on Friday said the state government is considering a one-time grant to the 25-member Mara Autonomous District Council (MADC) to help ease its financial constraints, while inaugurating the new Deputy Commissioner’s office building at Siaha.
Administrative boost for Siaha
Addressing officials at the inauguration, the Chief Minister emphasised the need for coordinated support to ensure a stable administration in the MADC and urged collective efforts for the development of Siaha district. He highlighted a number of government construction projects underway in the district that aim to improve administrative capacity and official accommodation.
Officials said the new Deputy Commissioner’s office building will provide an improved working environment for district administration staff. Siaha Deputy Commissioner V L Hruaizela Khiangte noted the practical benefits the facility will offer for official operations.
“This is a landmark development not only for Siaha district but for the entire Mizoram,”
The Chief Minister also expressed appreciation for donors who provided land and property for the office without seeking compensation, enabling the DC office to be located centrally.
Development projects listed
Lalduhoma outlined several local projects being implemented, including official quarters and civil administration buildings. Officials said these are being carried out under both state initiatives and various central government schemes.
- Construction of general-pool government quarters (inside and outside additional DC quarters)
- Type-III general-pool quarters at the additional DC quarters
- Four Type-III general-pool quarters each at Meisavaih Site-I and Site-II
- Construction of a circuit house in Siaha
- SDO (Civil) office and quarters at Tipa

| General-pool quarters (Type-III) | Additional DC quarters; Meisavaih Site-I & Site-II | Official accommodation |

Financial context and local governance
The state government has, since the establishment of the State Finance Commission in Mizoram, allocated shares to the state, autonomous district councils and other local bodies. Lalduhoma noted that allocations are expected to operate within those shares and must not be exceeded.
Against that framework, he acknowledged the MADC’s financial difficulties and said the proposed one-time grant is intended to help the council carry out its functions without breaching fiscal rules. He did not provide a figure for the grant during the inauguration.
The Chief Minister appealed to non-governmental organisations, village councils and all departments to support monitoring of project implementation at the village level, and urged efficient delivery of work to ensure long-term development and resource preservation in the district.
What officials say
Deputy Commissioner V L Hruaizela Khiangte described the new office complex as an improved workspace that will benefit officials and staff by consolidating operations in a central location.
Government sources confirmed that several of the listed projects are being executed with assistance from central government schemes, though details on funding allocations and timelines were not disclosed at the event.
Observers note that strengthening administrative infrastructure in Siaha — the headquarters of the Mara people’s autonomous council — could help streamline delivery of public services and enhance coordination between the state government and the MADC. The Chief Minister’s pledge of a possible one-time grant signals the state’s awareness of fiscal pressures facing autonomous councils, but specifics on amount and disbursement mechanics remain to be announced.
