State signs pacts to broaden ESIC network for tertiary care
Gandhinagar: The Gujarat Labour and Employment Department and the Employees' State Insurance Corporation (ESIC) in the state on Thursday signed six memoranda of understanding with hospitals and diagnostic centres to expand access to tertiary and super‑speciality healthcare for workers and their families, officials reported.
The agreements were executed in Gandhinagar in the presence of Labour and Employment Minister Kunvarji Bavaliya. Under the pacts, ESIC‑registered workers and their dependent beneficiaries will be able to avail treatment for serious illnesses and emergencies at the new institutions, with expenditure covered under the ESIC scheme subject to its rules and eligibility conditions.
The move is part of the state’s effort to enhance the ESIC network so insured employees and their families have easier access to higher‑end medical services without a prescribed financial ceiling for covered care, officials said.
“Healthy workers are the foundation of a strong economy and nation‑building,” Bavaliya said, urging hospital administrators and medical staff to prioritise the welfare of workers and treat them with the same sensitivity as they would a family member.
He also instructed officials to ensure that ESIC funds are utilised strictly for beneficiaries and to put safeguards in place to prevent misuse at any level, the report said.
The six institutions that have signed MoUs with ESIC‑Gujarat are located across Valsad, Surendranagar and Rajkot districts. They include both hospitals and a pathology laboratory, reflecting a mixed approach to expanding tertiary clinical services and diagnostic support for the ESIC network.
| Institution | Location |
|---|---|
| Shrimad Rajchandra Hospital and Research Centre | Dharampur, Valsad |
| Shrimad Rajchandra Sarvamangal Hospital and C. U. Shah Medical College | Surendranagar |
| Shri Giriraj Hospital (unit of Shri Giriraj Lifecare Pvt Ltd) | Rajkot |
| Gokul Lifecare Private Limited | Rajkot |
| N. M. Virani Wockhardt Hospital Limited | Rajkot |
| Dr Bhatt Pathology Laboratory | Rajkot |
Officials said the new tie‑ups will enable ESIC beneficiaries to access specialist services — such as surgical interventions, advanced diagnostics and critical care — at the partner institutions in situations defined under the ESIC rules. The agreements allow treatment costs to be borne by ESIC as per eligibility criteria, without a specified upper limit for covered procedures mentioned in the announcement.
Expanding the pool of empanelled tertiary care centres is expected to reduce delays and out‑of‑pocket spending for workers who otherwise might need to travel out of district or state for complex treatments. For industrial clusters in Saurashtra and southern Gujarat, closer access to super‑speciality facilities should ease the logistical burden for injured or critically ill workers and their families.
Policy experts and stakeholder groups often point out that broadening hospital empanelment helps ESIC manage patient load and reduces pressure on a handful of big centres. While the new MoUs increase institutional choices, authorities must monitor capacity, turnaround times and adherence to tariff and claim procedures so benefits reach the intended beneficiaries smoothly.
- Coverage expansion: Six new institutions added to ESIC‑Gujarat panel to provide tertiary and super‑speciality care.
- Geography: New partners located in Valsad, Surendranagar and Rajkot districts.
- Financial safeguards: Officials directed strict use of ESIC funds and measures to prevent misuse.
The department did not provide a specific timeline for when services would commence under each MoU or figures on the expected bed capacity made available to ESIC patients. Implementation details — such as referral protocols, claim settlement timelines and the process for empanelment of additional facilities — will be governed by ESIC regulations and subsequent directives from state authorities.
The expansion comes amid continued efforts by state and central agencies to strengthen worker welfare schemes, particularly in industrial states like Gujarat where manufacturing and services sectors employ large numbers of insured workers. Enhancing tertiary care access under ESIC is intended to reduce catastrophic health expenditure for workers while supporting broader economic activity, officials said.
Further announcements on operational roll‑out and administrative arrangements are expected from ESIC‑Gujarat and the Labour and Employment Department as the partner hospitals complete formal onboarding processes.
