PUDUCHERRY: Chief Minister N. Rangasamy on Monday launched an online portal to enable residents of the Union Territory to apply for and receive a range of official certificates without visiting government offices, an official release said. The web platform was introduced the same day Rangasamy distributed enhanced paddy production-linked incentives to roughly 3,600 farmers.
What the portal offers
The portal, available at https://serviceonline.gov.in, allows applicants to register remotely and apply for several commonly required documents, the release said. Services listed include issuance of residence, income, caste/community, legal heir and patta transfer certificates.
- Applicants can register from anywhere in the country to obtain certificates.
- Status updates for certificate requests will be sent via SMS and email, according to the release.
- A QR code will be printed on certificates to enable verification of authenticity.
- The portal integrates with Digilocker to allow secure storage and retrieval of documents.
- From August 18, students of government and government-aided schools will be able to obtain certificates through the platform.
The release said the initiative is intended to reduce the need for citizens to visit multiple departments and to streamline service delivery. Officials said applicants would be notified of the status of their requests through SMS and email.
Enhanced paddy incentive disbursed
At the same event, the Chief Minister distributed the revised paddy production-linked incentive cheques. The release stated the incentive was raised for farmers across categories:
| Farmer category | Previous rate (per acre) | Revised rate (per acre) |
|---|---|---|
| General category | ₹5,000 | ₹6,000 |
| SC category | ₹6,000 | ₹7,000 |
The increase was distributed to approximately 3,600 beneficiaries in the Union Territory. The release provided no further breakdown of the total outlay or the method of selection for beneficiaries.
Officials present and next steps
Minister for Agriculture G.N.S. Rajasekharan, DMK legislator A.M.H. Nazeem and other Assembly members were present at the function, the release said. No additional dates were given for a phased rollout beyond the announcement that school students could use the portal from 18 August.
Officials have highlighted two technical features intended to guard against fraud: the QR code on issued certificates for easy verification and the Digilocker integration for secure digital storage. The administration did not provide details in the release on grievance redressal timelines, fee structure (if any), or the process for manual interventions where digital verification encounters discrepancies.
Implications for citizens and farmers
Digital issuance of frequently required certificates can reduce time and travel costs for households who previously visited multiple government offices. For students, quicker access to caste or income certificates can help with scholarship applications and admissions. For farmers, the immediate effect is the higher per-acre incentive for paddy cultivation for both general and SC-category beneficiaries; the release did not quantify the aggregate fiscal impact on the UT's agriculture budget.
Questions remain about the portal's usability for residents without internet access or digital literacy, and about offline alternatives. The release did not specify support centres, helpdesks or an escalation mechanism for applicants who face difficulties using the online system.
The administration said the portal would streamline certificate issuance and reduce in-person interactions with departments, but provided no timeline for extending further services beyond the categories named in the release.
