Prayagraj is set to add two organised food destinations after the success of its night market, with the Prayagraj Smart City Limited (PSCL) inviting private operators to develop and run a 40-kiosk facility named Swad Sangam on Lowther Road and a riverfront food pavilion at Kali Ghat along the Yamuna.
Project details and procurement
The Lowther Road site is proposed along a roughly 215-metre stretch near the Medical College crossing and will accommodate up to 40 specially designed food carts and kiosks, PSCL said. The authority has floated a tender for an operator to install the kiosks within three months of award and to operate and maintain the facility for an initial period of five years.
The tender document fixes a minimum annual lease rent of ₹30 lakh (excluding taxes); bidders must quote above this reserve amount, according to a senior PSCL officer aware of the move. The concession may be extended for a further three years subject to satisfactory performance and PSCL approval.
"The facility is intended to provide an organised public space with clean, safe and hygienic food options along the busy stretch," the officer said, summarising the authority's stated aims for the Lowther Road hub.
Riverfront pavilion aims to blend food and leisure
Separately, PSCL has invited proposals to develop, operate and maintain a riverfront food pavilion at Kali Ghat under a public–private partnership model. The pavilion is planned to include around 15 canopy structures, though PSCL noted the number could be increased or reduced depending on requirements and final approvals.
The proposed canopies will house food kiosks, beverage counters and other approved commercial activities. PSCL has also positioned the pavilion as a leisure and recreational destination, with provisions for small-scale cultural events such as musical performances, poetry readings, stand-up shows and exhibitions, alongside family entertainment.
Operator responsibilities and public-use rules
Under the tender requirements, the successful operator for both projects will be responsible for:
- Installation of kiosks or canopy structures within the stipulated timeline
- Day-to-day operation and maintenance for the concession period
- Provision of cleanliness, lighting, waste management and basic visitor amenities
- Safety and security measures for visitors and vendors
PSCL further stated that no structural or functional changes to the designated stretch for Swad Sangam will be permitted without prior approval from the authority.
