Central roadshow, workshop to outline auction framework and exploration support
The Ministry of Mines will hold a roadshow in Patna on August 17 to present the government’s 8th tranche of auctions for critical and strategic mineral blocks and to run a concurrent workshop on the National Mineral Exploration and Development Trust (NMEDT). The programme is expected to bring together Union and state ministers, senior technical officers and prospective investors to discuss the auction framework and exploration opportunities.
The event will be chaired by Satish Chandra Dubey, Union Minister of State for Coal and Mines, and will be held in the presence of Bihar Chief Minister Samrat Choudhary and State Mines Minister Pramod Kumar, according to the Ministry’s announcement. Senior officials from the Geological Survey of India (GSI), Mineral Exploration and Consultancy Limited (MECL), and representatives from financial and e-auction agencies are also scheduled to participate.
Officials said the 8th tranche comprises 20 mineral blocks — three offered as mining lease blocks and 17 as composite licence blocks — spanning a broad range of minerals identified as critical or strategic for India’s industrial and defence supply chains.
- Blocks on offer: 20 (3 mining lease; 17 composite licence)
- Key minerals listed: graphite, rare earth elements (REE), rare metals, vanadium, gallium, titanium, molybdenum, tungsten, potash, phosphorite and glauconite
- Organisations presenting: MECL, GSI, SBICAPS, MSTC
The roadshow will explain the auction mechanics, the online bidding process and the investment case for the mineral blocks. MECL is slated to give detailed geological presentations on the individual blocks, while SBICAPS will outline the auction process and tender document. The e-auction procedure will be covered by MSTC. A presentation on the NMEDT scheme will explain the provision for partial reimbursement of exploration expenses available to composite licence holders.
“The programme will provide an overview of mineral potential, auction framework and opportunities for investment,” the Ministry said in a statement.
The second half of the Patna event is planned as a technical workshop on mineral exploration. Sessions led by senior officers of the GSI will include planning and execution of exploration work, reporting standards and the use of the National Geoscience Data Repository (NGDR) to prepare exploration-ready blocks. The workshop aims to clarify technical expectations for exploration reports and to guide prospective bidders on how to use government geological data to plan work programmes.
For Bihar, which has a growing interest in mineral-led industrial investment, the roadshow provides a platform to attract capital and technical partners. State-level officials will have the chance to highlight local regulatory arrangements and infrastructure capabilities to visiting investors. Industry representatives and potential bidders will be able to put questions directly to technical and financial agencies during an open-house segment that follows the formal presentations.
| Item | Detail |
|---|---|
| Number of blocks | 20 (3 mining lease, 17 composite licence) |
| Representative agencies | GSI, MECL, SBICAPS, MSTC |
| Main objectives | Present mineral potential, explain auction process, workshop on exploration and NMEDT |
Officials said the NMEDT presentation will be of particular interest to smaller exploration firms and composite licence holders, as it outlines partial reimbursement support for pre-production exploration expenditure. That scheme is intended to reduce upfront risk and encourage detailed exploration prior to full-scale mining investment.
Local stakeholders in Patna and across Bihar will be watching whether the roadshow translates into formal bids and exploration commitments for blocks within or near the state. Observers note that successful auctions and subsequent exploration could affect local employment, state revenue streams and the development of processing-linked industries, while also raising local concerns on environmental safeguards and land-use planning that will require attention by state and district administrations.
The Ministry has invited prospective investors, industry associations and state agencies to participate in the Patna programme to ensure clarity on technical, financial and procedural aspects ahead of the auction process.
