Aizawl: The Mizoram cabinet on Monday gave formal approval to adopt the Mizo devotional and patriotic number Ro Min Rel Sak Ang Che as the state's official song, and cleared a set of administrative and legislative measures that will be placed before the Assembly when it meets later this month, an official statement said.
State song to be moved in monsoon session
Cabinet members, led by Chief Minister Lalduhoma, sanctioned a resolution to be introduced in the upcoming monsoon session of the Mizoram Legislative Assembly, which begins on 25 August, to formally declare the composition as the state song. The piece was composed by Mizo writer and musician Rokunga in 1947 and has enjoyed unofficial recognition across the state for many years.

Officials noted that schools across Mizoram have been instructed in the past to sing the number before classes start, reflecting its established place in public life despite the absence of a prior statutory endorsement.
Healthcare service change — NPA framework cleared
In another key decision, the cabinet approved a structured mechanism for payment of Non‑Practising Allowance (NPA) for government medical officers under the Mizoram Health Service. The proposal seeks to address a long‑standing service issue affecting doctors employed by the state government.
The approved framework is expected to provide clarity on eligibility, rates and periodic disbursal of the allowance. Officials said the matter will be implemented administratively following legislative and budgetary clearances where required.
Administrative consolidation and pension tweaks
To streamline overlapping land administration responsibilities, the cabinet sanctioned the amalgamation of the Directorate of Land Revenue and Settlement and the Directorate of Registration and Stamps. The merged units will operate under the Director of Land Revenue and Settlement, a move described by the government as intended to improve coordination and simplify citizen transactions involving land and registration matters.
Separately, members approved amendments to the Mizoram New Defined Contributory Pension Scheme, 2010 aimed at enhancing benefits for subscribers to the National Pension System (NPS). The changes are designed to improve retirement outcomes for participating government employees, officials said.
Multiple bills cleared for the assembly agenda
The cabinet cleared a slate of legislative proposals that officials said would be tabled during the monsoon session. These include measures covering floodplain zoning, GST adjustments, MSME facilitation, industrial area regulation and land survey operations.
| Bill / Amendment | Subject |
|---|---|
| Mizoram Floodplain Zoning Bill, 2026 | Regulation of floodplain use and zoning |
| Mizoram Goods and Services Tax (Second Amendment) Bill, 2026 | GST-related changes at state level |
| Mizoram Micro, Small and Medium Enterprises (Facilitation & Promotion) Bill, 2026 | Support and regulation for MSMEs |
| Mizoram Industrial Area (Management, Regulation & Control) (Amendment) Bill, 2026 | Industrial area governance and control |
| Mizoram Land Survey and Settlement Operation Bill, 2026 | Land survey and settlement procedures |
What this means for citizens
- The official adoption of the song formalises a cultural practice already observed in educational institutions and public functions.
- Doctors in the state service can expect defined entitlements for NPA once the implementation details are notified.
- Consolidation of land-related directorates is likely to affect processing times for registrations and land records; citizens should watch for notifications on new procedures.
Officials emphasised that the decisions were part of a broader agenda of administrative fine‑tuning and lawmaking to be pursued during the monsoon session. The cabinet reportedly considered 24 agenda items from various departments at the Council of Ministers meeting.
All measures cleared by the cabinet will require formal presentation and, where necessary, legislative approval in the Assembly. The government has set out the monsoon session as the platform to move resolutions and introduce Bills that reflect these executive decisions.
The cabinet meeting and subsequent approvals mark a consolidation of cultural recognition, civil service reform and statutory housekeeping ahead of the legislative cycle that begins later this month.
