Palmdale firm wins county supply agreement, opens new government contracting path
PALMDALE — A Palmdale-based, woman-owned company that began as a paint supplier has won a multi-year purchasing agreement with Los Angeles County that industry advisers say could broaden its foothold in public-sector contracting.
Cosmic Reliable Services, LLC secured a three-year master agreement with Los Angeles County Public Works to supply paint and paint-related materials, according to a company announcement. The contract includes a two-year extension option, giving the agreement up to five years of potential coverage under a single award.
The company, which has been supplying paint and industrial materials for about five years, already serves several county divisions including the Flood Control District, the Facilities Management Section and Road Maintenance. Over time the product mix has expanded beyond coatings to include steel and welding supplies, air conditioning parts, safety equipment and basic hardware.
"FEDCON gave me the confidence to start bidding, whether I win or lose," said Rhonda Burr, owner of Cosmic Reliable Services.
Certification and support expand opportunities
In April 2026 Cosmic Reliable earned certification from the U.S. Small Business Administration as a Woman-Owned Small Business (WOSB). That federal certification creates an additional pathway for the company to pursue set-aside federal contracts and to appear on lists used by prime contractors seeking small-business subcontractors.
FEDCON, a contracting support firm, helped the Palmdale supplier with the SBA application and rebuilt the company's federal registration profile, the announcement said. Work included updating the company’s SAM registration, correcting industry classification codes and creating a Small Business Search profile with a capability statement — elements contracting officers and primes commonly use when sourcing vendors.
"Most business owners think government contracting means chasing a giant federal award," said Brad Egbert, founder and CEO of FEDCON.
Local impact and industry context
For Palmdale, retained and expanded government contracting can mean more steady revenue streams for small suppliers and potential local hiring or subcontracting opportunities. County master agreements streamline procurement for public works projects by providing pre-vetted vendors for recurring needs such as coatings, safety gear and maintenance supplies.

Officials with Los Angeles County Public Works and Cosmic Reliable did not provide additional public comment beyond the announcement. The company’s expanded federal profile means it will be easier for county and federal procurement officers and prime contractors to locate and evaluate the business for future opportunities.
Procurement specialists say master agreements for commodities like paint can be significant for small vendors. Such agreements reduce administrative overhead for public agencies and can provide predictable order volumes for suppliers, especially when multiple county departments draw from the same contract.
For Palmdale’s small-business community, the combination of local contracts and a federal small-business certification could make Cosmic Reliable a model for how local suppliers leverage both county and federal procurement channels. The company’s diversification into a broader set of industrial products also positions it to bid on a wider range of maintenance and infrastructure supply needs.
As the five-year potential term unfolds, local stakeholders will watch whether the award leads to additional hiring, subcontracting with Palmdale vendors or expanded economic activity in the Antelope Valley.
