Council requests more time after years of revisions
The Frisco City Council on Aug. 18 unanimously tabled a zoning change for a nearly 10-acre mixed-use development planned at the southwest corner of Main Street and Majestic Gardens Drive, postponing a decision the council said required additional review. The proposal is scheduled to return to council for consideration on Oct. 6.
The project is anchored by a Trader Joe’s grocery store and would include a senior living community geared toward active, independent older adults. According to the application, both the grocery store and the senior living facility would be constructed in a single phase, and the senior living component would not be permitted to open until the Trader Joe’s is operating.
Long review, neighborhood input and changes
The development has been under review for more than two years. It went through neighborhood meetings, multiple rounds of city review and at least two distinct presentations to the city’s advisory body. The Frisco Planning and Zoning Commission unanimously approved the requested zoning change on July 28 and forwarded it to the City Council.
An earlier version of the plan presented in April prompted zoning concerns and led to revisions. Developer representatives say the project team has continued to work with city staff and residents to address issues raised during that process.
"We started this journey with the idea to create a project that would not only be viable for us but would also provide meaningful benefits to Frisco residents without overwhelming the neighborhood," said developer representative Travis Thompson. "What began as a vision has evolved through countless revisions and conversations into a plan that is stronger because of the community's input."
Thompson and the development team have described the most significant changes as:
- additional parking;
- expanded open space and landscaping;
- alterations to the site's layout;
- proposed roadway improvements informed by traffic studies.
Traffic and timing remain central concerns
Traffic has been a major focus throughout the review process. City officials and developers have worked with Frisco’s Traffic Department on studies and proposed improvements, with particular attention to congestion at Majestic Gardens Drive during school drop-off and pickup times.
Council members indicated Aug. 18 that they wanted additional time to review the proposal before taking action, citing the need to ensure the project’s impacts on the surrounding neighborhood and road network are fully understood and mitigated.

The project team says the grocery store and senior living facility would be built in a single phase, tying the opening of the senior component to the operational status of the Trader Joe’s. Developers also point to added landscaping and open space as benefits intended to reduce the development’s footprint on adjacent neighborhoods.
With the council’s decision to delay, neighbors and city staff will have more time to evaluate traffic mitigation proposals, site layout changes and any additional revisions the developers may present before the item returns to council in October.
The delay leaves the near-term future of the site in question but preserves the opportunity for further public input and potential adjustments. The council’s unanimous tabling signals that members want to be thorough in vetting the project’s details before approving a zoning change that would allow the combined grocery and senior living development to proceed.
