The West Bengal Special Task Force (STF) arrested Rana Rauf alias Wahab Alam, a citizen of Faisalabad in Pakistan, from Bangaon in North 24 Parganas district on Wednesday, officials said. A second person, detained from Topsia in Kolkata late on Tuesday, is believed to have been in direct contact with Rauf and to have assisted him, they added.
Operation followed specific intelligence
Acting on specific information, STF teams carried out searches in the Bangaon area and apprehended Rauf, who, according to investigators, entered India illegally via Nepal in 2012. He reportedly stayed in Nepal for some time before arriving in India and eventually settling in West Bengal.
Officials said investigators suspect Rauf of maintaining links with Pakistan's intelligence agency Inter-Services Intelligence (ISI), and they are examining his activities, contacts and movements within India to determine what information he may have been collecting and whether it was passed to handlers outside the country.
"We are also trying to ascertain what kind of information he was collecting and whether it was being passed on to anyone outside the country," an STF officer said.
Questions being probed
The STF said the probe will focus on several lines of inquiry, including:
- Rauf's movements across states and any networks he may have established since 2012;
- The nature of contacts between Rauf and the person detained from Topsia;
- Whether information was being transmitted to external actors and, if so, the recipients and channels used.
The identity of the second person arrested from Topsia has not been disclosed by officials. He is being interrogated to establish the extent of his association with Rauf and to identify any additional participants in the alleged activity, the STF said.
Security context in border districts
Bangaon lies close to the India–Bangladesh frontier and has in recent years been the focus of heightened vigilance by law enforcement and border agencies because of its porous stretches and extensive rail and road connectivity to West Bengal and neighbouring states. Arrests in such border belts typically trigger coordinated inquiries involving the STF, local police units and, where necessary, central agencies.
| Detail | Reported information |
|---|---|
| Name | Rana Rauf alias Wahab Alam |
| Nationality | Pakistan (Faisalabad) |
| Arrest locations | Bangaon (North 24 Parganas); Topsia (Kolkata) |
| Entry into India | Allegedly via Nepal in 2012 |
| Investigative focus | Links with ISI, tracking of trains and armed forces movements |
Investigators have indicated that Rauf had been monitoring movements of various trains and of armed forces units within the country. The probe will seek to establish what specific material was recorded, the purpose behind such monitoring and whether it was shared externally.
Procedural steps and wider implications
The STF has custody of both detainees as questioning continues. Officials refrained from specifying whether any formal charges had been filed at the time of the announcement. Given the nature of the allegations, the case may invite involvement by central security and intelligence agencies as evidence and communication linkages are examined.
For residents of border towns such as Bangaon, events of this kind revive concerns about unauthorised cross-border movement and intelligence activity. Law enforcement sources said they would step up surveillance and co-ordination with border agencies while progressing the investigation.
No further comment was immediately available from authorities in Pakistan or from central agencies. The STF said it would make additional details available as the probe developed.
