High-level meeting reviews August 19 incidents
Shillong/Guwahati: The Meghalaya government on Saturday said it has identified five masked persons allegedly involved in the violent incidents during a Khasi Students’ Union bike rally in Shillong on August 19 and has constituted a Special Investigation Team (SIT) to identify others and pursue legal action.
The development was disclosed after a more-than-three-hour meeting of senior officials from Meghalaya and Assam at the Koinadhara State Guest House on August 22. Meghalaya Deputy Chief Minister Sniawbhalang Dhar and Assam Minister Atul Bora led the meeting, which reviewed the incidents and their aftermath, the Meghalaya government said.
Arrests, FIRs and legal action
Police in Meghalaya have registered 15 first information reports (FIRs) in connection with the August 19 incidents, the government said. The meeting noted that three Khasi Students’ Union (KSU) office-bearers — president Raymond Kharjana, vice-president Pynkmenlang Sanmiet and general secretary Reuben Najiar — have been arrested and are in judicial custody under the Meghalaya Maintenance of Public Order Act.
According to the state government, the SIT will concentrate on identifying those accused of attacking Assam-registered vehicles and ensuring they face legal proceedings. The government said it regretted the incidents and that it would take "firm action against those found responsible".
Escorting stranded vehicles and assistance to travellers
Officials said a major focus of the meeting was to ensure safe passage for vehicles and people stranded after the disturbances.
- 3,770+ Assam-registered vehicles have been escorted from Meghalaya into Assam so far.
- Assam’s control room received 54 distress calls involving 175 people, including passengers in private and tourist vehicles.
- Meghalaya’s control room logged 379 distress calls and said assistance was being co-ordinated.
The meeting said most stranded people and vehicles have been moved via key transit points including the Umiam Lake area. Authorities earlier reported around 400–500 vehicles were stranded; the two states agreed that remaining vehicles would be escorted to Assam over the next 48 hours.
"Any passenger or vehicle yet to be transferred to Assam will be safely escorted and transferred within the next 48 hours," the Meghalaya government said, summarising the commitment reached at the meeting.
Inter-state coordination and measures to restore confidence
The governments of Meghalaya and Assam decided to put in place a joint communication mechanism between senior police officials to manage the situation until normalcy is restored. This will include dedicated helplines and an online forum to locate stranded people and co-ordinate assistance.
Further decisions recorded at the meeting included forming a joint committee of senior transport officials and representatives of tourist vehicle associations to regulate tourist transport and protect shared tourism interests. Assam Minister Atul Bora said both states would take measures to protect vehicles and restore confidence among transport operators, the Meghalaya statement added.

The Meghalaya government said it will assess damage to vehicles and provide compensation "in accordance with the law." The arrangement for joint communication and assistance will remain in place until authorities consider conditions restored to normal.
Officials from both states agreed to continue close co-ordination and monitoring as investigations proceed under the SIT. The government statement did not provide further details about the identities of the five masked persons or the full composition of the SIT.
