Man arrested in Khagaria for posing as IAS officer, claiming to be NSA’s 'covert agent'

Khagaria police arrested a man from Jamalpur after a tip-off; investigators recovered a Tesla with a 'Government of India' board, fake identity cards and multiple valuables. Probe suggests a wider racket operating across states and overseas.

Khagaria, Bihar — Police have arrested a man who allegedly posed as an Indian Administrative Service (IAS) officer and claimed to be an undercover agent working for National Security Adviser Ajit Doval, Khagaria Superintendent of Police Bhanu Pratap Singh said on Monday.

Tip-off led to raid at Jamalpur residence

A tip-off to the Gogri police station on 8 August prompted a joint team of Khagaria police and a District Investigation Unit (DIU) to carry out a raid at the accused’s residence in Jamalpur Bazar. The search lasted nearly eight hours and resulted in the arrest of the man, identified during questioning as Manish Kumar (alias Manish Kumar Gupta), son of Parmeshwar Gupta, according to the FIR accessed by investigators.

During questioning, the accused displayed on his mobile phone an identity card purportedly of the Central Vigilance Commission and asserted he worked as a covert agent under the NSA. Police said preliminary verification showed these claims to be prima facie false.

“He displayed an ID card on his mobile phone identifying him as ‘Manish Kumar, Central Vigilance Commission’ and claimed to be an undercover agent for NSA Ajit Doval; verification revealed these claims to be prima facie fake. He has been formally arrested, and further legal action is underway,” SP Bhanu Pratap Singh said.

Allegations of a larger racket

Initial inquiry by authorities indicates the accused, together with several others allegedly operating in Bihar, other Indian states and the UK, were running a racket that targeted junior government officers, job-seekers and people facing criminal charges.

According to the FIR, the accused would tell junior officers there was a corruption case against them and offer to make it disappear in exchange for payment. Job-seekers were allegedly promised placements in government services in return for money, while persons already booked in criminal matters were told their FIRs could be withdrawn for a consideration.

Items seized during the raid

Police recovered several items from the residence and premises, which are being examined as part of the probe. A summary of the major items seized is below.

Item Description
Tesla car Found with a "Government of India" board; reported to have full self-driving features
Tata Safari Another vehicle recovered during the raid
Identity documents Fake IAS identity, a card shown as Central Vigilance Commission ID on phone
Electronic devices Multiple mobile phones and bank cards seized
Other items Imported liquor and other valuables recovered

Police action and next steps

The Khagaria SP said the accused has been formally placed under arrest and that further legal action is underway as investigations continue. Authorities are verifying the provenance of the seized items, the authenticity of the identity documents and whether the suspect had accomplices within Bihar and outside the country.

  • Police sources said the raid was based on an actionable tip-off received at Gogri police station on 8 August.
  • Investigators are probing alleged instances of extortion and cheating where victims were told a corruption case could be made to vanish for payment.
  • Enquiries will focus on links claimed with central agencies and possible cross-border connections mentioned in early briefs.

Officials have not yet released details of the specific charges filed against the accused. The probe is expected to examine phone records, bank transactions and digital evidence from the seized devices to establish the scale of operations and identify any collaborators. The involvement of a purported Central Vigilance Commission identity and claims of association with the NSA have been treated as serious elements in the investigation, according to police.

Residents of Jamalpur and nearby areas said the arrest has sparked concerns about impersonation and fraud, particularly when government insignia are misused. Law enforcement agencies have urged anyone with information about similar incidents or victims to come forward and assist the investigation.

Further updates are awaited as the Khagaria police and the DIU continue their probe into the matter.
