Data-driven road safety push in Jamshedpur to target blackspots ahead of Durga Puja

District administration, Tata Steel and NHAI plan short-, medium- and long-term interventions including speed-gun cameras at seven sites and a comprehensive engineering survey to reduce urban road crashes in Jamshedpur.

Joint committee draws up phased interventions to reduce urban crashes

Jamshedpur: The district administration has initiated a data-driven road safety programme to address urban traffic crashes, prioritising quick fixes before the Durga Puja festival and longer-term engineering solutions thereafter, officials said.

Deputy Commissioner Rajiv Ranjan on Saturday chaired a high-level review with senior representatives of Tata Steel, TSUISL and concerned agencies to identify root causes of crashes and to propose structural and management changes across the city, the meeting record showed.

“Achieving permanent road safety requires a highly coordinated, goal-oriented blueprint shared between the district administration, the police department, the Tata Group, and technical experts,” the Deputy Commissioner said.

Project director of the National Highways Authority of India (NHAI), Jamshedpur division, Vijay Kumar, informed the meeting that speed-gun cameras will be installed at seven identified locations within two months to monitor highway speed violations, according to officials present.

Short-, medium- and long-term plan

The joint committee divided proposed interventions across three timelines to ensure disciplined execution and to manage traffic during different phases of implementation.

  • Short-term: Immediate remedial measures to be completed ahead of Durga Puja to ease the festive traffic surge.
  • Medium-term: Medium-scale infrastructure and traffic management protocols to be rolled out in phases over the next 90 days.
  • Long-term: A comprehensive, data-driven engineering survey of the urban road network by Tata Steel technical experts, culminating in a master report to be submitted to the DC Office.
Timeline Focus Deadline
Short-term Immediate safety fixes for festive traffic Before Durga Puja
Medium-term Infrastructure & traffic-management protocols Next 90 days
Long-term Comprehensive engineering survey; master report Post-survey (date to be set)

Engineering and management measures proposed

The committee discussed a mix of structural changes and traffic-management measures targeted at major intersections and high-density commercial routes. Key proposals recorded in the meeting include:

  • Standardising "Left Free" lane provisions at intersections to reduce pile-ups.
  • Installing high-intensity street lighting on critical stretches.
  • Placing robust road dividers and sliders to control vehicular movement.
  • Upgrading automatic traffic signals for better signal coordination.
  • Developing systematic parking zones in major markets to avoid roadside obstruction.
  • Launching public awareness campaigns to improve compliance with traffic rules.

Officials said the short-term measures will target obvious shortcomings that can be rectified quickly, while medium-term interventions will address recurring traffic-management challenges identified in the review.

Data and technical inputs to guide long-term changes

The long-term approach centres on a scientific, data-driven engineering survey of the city’s urban road network to be carried out by Tata Steel’s technical experts. The survey findings, structural suggestions and technical recommendations will be compiled into a master report for the DC Office and will form the basis for sustained, evidence-led interventions.

Officials said installation of speed monitoring equipment at the seven locations will begin within two months, and the medium-term protocols will follow a phased rollout over the next 90 days. No financial allocations or specific site names were disclosed in the meeting communique.

By combining immediate operational fixes with a longer-term engineering assessment, the administration aims to create a more systematic approach to road safety rather than ad hoc responses to accidents and congestion, the meeting record indicated.

Implementation responsibility was to be shared across district administration, the police department, Tata Steel, TSUISL and technical agencies, with the DC Office coordinating periodic joint reviews after the submission of the technical survey.
