The man accused of roaming Philadelphia's Center City while wearing a distinctive Halloween-style mask and frightening more than a dozen people was arrested in Las Vegas on Tuesday, federal and local officials said.
Authorities identified the suspect as Zymire Hughes, 22, and said he was taken into custody by the U.S. Marshals Service Violent Offender Task Force. Hughes is being held at the Clark County Detention Center and is awaiting extradition to Pennsylvania, officials said.
What authorities say happened
Philadelphia police say the incidents occurred during a span of a little more than a half hour on the morning of Aug. 12 in the Center City area. Investigators said the suspect wore a "baby doll style Halloween mask" — described by some officials as resembling the killer doll from the Child's Play movies — and approached multiple people, attempting to harass them.

"Tonight, the fear that one man brought to the Philadelphia community comes to an end," Supervisory Deputy U.S. Marshal Robert Clark said at a news conference.
Flight from the region and custody details
U.S. Marshals and Philadelphia officials said Hughes fled the Philadelphia area a week after the incidents. He left from Trenton-Mercer Airport in Ewing, New Jersey, on Aug. 19 and flew first to Orlando, then on to Las Vegas, authorities said. Marshals located Hughes at an apartment complex in southeast Las Vegas and arrested him without incident.

Philadelphia District Attorney Larry Krasner has said the arrest warrant is based on allegations that include felony and misdemeanor assault. Krasner has suggested additional charges could be filed once investigators complete their review. Officials also said Hughes is on probation in Montgomery County for an unspecified prior matter.
Police urged any additional victims or witnesses to come forward. Capt. Jason Smith of the Philadelphia Police Department told reporters that authorities believe the mask was used to draw attention to the suspect's social media accounts; investigators said Hughes has multiple TikTok accounts and at least one Instagram account linked to him.
Hughes' custody status in Nevada showed no bail posted and a hearing was scheduled before a local judge, according to the Clark County Detention Center booking information. It was not immediately clear whether he has obtained an attorney in Nevada or Pennsylvania.
The arrest drew relief from federal marshals and local officials alike, who said the apprehension followed coordinated investigative work across jurisdictions.
