Senior Maoist leader arrested in Barwadda, Dhanbad

DHANBAD: Misir Besra, identified as a senior leader and Politburo member of the banned CPI (Maoist), was arrested late on Tuesday from the Barwadda Police Station area in Dhanbad, the city police said. The Jharkhand government had placed a bounty of ₹1 crore on Besra, police added.

Senior Superintendent of Police Prabhat Kumar said the arrest took place late on Tuesday evening, without providing further operational details. The apprehension follows continued probe activity by national agencies into alleged attempts to revive Maoist presence in parts of eastern India and raise funds for arms and ammunition.

"The arrest took place late on Tuesday evening," said Senior Superintendent of Police Prabhat Kumar.

Links to wider NIA investigation

The arrest comes amid an ongoing National Investigative Agency (NIA) inquiry into a conspiracy to revive the banned outfit’s presence in the Magadh zone and to extort funds from contractors purportedly for procurement of weapons, the NIA has reported.

On July 14, the NIA filed a chargesheet in case RC-05/2021/NIA/RNC naming one of the accused, Chandan Kumar, who investigators say actively raised funds for the CPI (Maoist) and sought to encourage former cadres to rejoin. Kumar was arrested by the NIA in Mumbai in January 2026, the agency said. The probe has identified other named accused, including persons alleged to have coordinated collection and distribution of extorted sums.

What is known about bounties and agencies

Authorities said Besra was wanted and carried monetary rewards issued by multiple jurisdictions. The state bounty issued by Jharkhand was ₹1 crore, and other state governments as well as the NIA had separately listed rewards against him, police reported.

  • Who was arrested: Misir Besra, CPI (Maoist) Politburo member.

Local implications and continuing probe

Police in Dhanbad have not released further details about the circumstances leading to Besra’s arrest, including whether the NIA was directly involved in the operation or if the detained leader will be produced before a court in the district. Officials also did not specify whether any weapons, documents or electronic devices were recovered at the time of apprehension.

Investigations by the NIA, as reflected in its July chargesheet, allege a pattern of extortion of contractors and fund-raising for arms procurement directed at re-establishing influence in targeted zones. The agency named several accused, including Pradyuman Sharma, referred to as a CPI (Maoist) SAC member, and others such as Abhinav and Chandan Kumar in the ongoing case file RC-05/2021/NIA/RNC.

Law-enforcement officials said the arrest of a senior ideological and organisational figure like Besra could aid probes into networks, channels of funding and recruitment. The precise evidentiary value of the arrest will depend on documents, digital material and witness evidence collected during post-arrest searches and interrogations, police sources indicated.

Further procedural steps, including transfer to central custody or remand applications, are expected to follow as agencies coordinate on charges and court filings. The NIA's continued investigation into alleged extortion and revival efforts remains active, the agency's earlier filings state.

Local residents and contractors in Dhanbad have in recent years expressed concern about law-and-order disruptions linked to extremist activity in neighbouring districts; authorities said arrests and intensified intelligence work are intended to reduce such risks and safeguard civic life.
