District inquiry finds misuse of CRS login; FIR ordered
Saharanpur District Magistrate Arvind Chauhan has suspended a panchayat secretary and ordered the dismissal of a panchayat assistant after an internal probe found they were involved in issuing and subsequently cancelling fraudulent death entries on the Civil Registration System (CRS) portal, officials said on Tuesday.
The suspended employee, identified as panchayat secretary Gaurav Sharma posted at Khanpur Gurjar village under Gangoh block, is accused of sharing his CRS portal credentials with panchayat assistant Sabir. The inquiry concluded that Sabir used those credentials to generate several death certificates and later cancelled them without informing senior officials, the administration said.
Acting on a complaint, the District Magistrate directed Chief Development Officer Sumit Rajesh Mahajan to investigate. Mahajan formed a two-member committee led by District Development Officer Dhirendra Kumar and District Divyangjan Welfare Officer Ajay Kumar to examine the matter.
"Those indulging in wrongdoing will not be spared," the District Magistrate said, underlining the administration's intent to hold officials accountable.
Findings and disciplinary measures
The inquiry team found that Sabir had misused Sharma's login information to both issue and cancel fake death certificates. It also held Sharma responsible for negligence and lack of attention to official duties. Following the committee's report, Chauhan ordered Sharma's suspension and Sabir's dismissal under applicable government rules.
In addition, Chauhan instructed Assistant Development Officer (Panchayat), Gangoh, Kushal Pal Singh, to lodge a first information report (FIR) against both employees, signalling that criminal investigation may follow administrative penalties.
- Action taken: Suspension of panchayat secretary; dismissal of panchayat assistant.
- Probe ordered by: Chief Development Officer, Saharanpur.
- Next step: FIR to be registered by Assistant Development Officer (Panchayat), Gangoh.
Local implications and oversight concerns
The case highlights vulnerabilities in digital public records systems when login credentials are shared or inadequately safeguarded at the local level. The CRS is the primary platform for registering births and deaths, and errors or manipulation can affect legal documentation, pension and insurance claims, and statistical records used for planning.
District officials framed the action as both punitive and preventive. By suspending and dismissing staff involved and initiating criminal proceedings, the administration aims to deter similar misconduct in other gram panchayats across the district.
| Official | Role | Action ordered |
|---|---|---|
| Arvind Chauhan | District Magistrate, Saharanpur | Ordered inquiry; sanctioned suspension/dismissal; directed FIR |
| Sumit Rajesh Mahajan | Chief Development Officer | Constituted inquiry committee |
| Dhirendra Kumar & Ajay Kumar | Inquiry committee members | Found misuse of CRS credentials |
Officials did not provide the exact number of death certificates affected by the misuse, nor did they detail any beneficiaries of the fraudulent entries. The administration's statement focused on procedural lapses and the need to safeguard portal access credentials held by panchayat functionaries.
At a time when Uttar Pradesh is expanding digital delivery of public services, local administrators face mounting pressure to strengthen internal controls. Observers say routine audits of user access logs, mandatory password policies, and training for panchayat staff could reduce the risk of similar incidents.
The District Magistrate's swift action follows the inquiry report and reflects a broader push by state and district authorities to maintain the integrity of civic records. The FIR, once filed, will determine whether criminal charges are pursued and whether further departmental measures will be taken against other officials or supervisors found partly responsible.
The development will be closely watched by residents of Gangoh block and other rural areas of Saharanpur where CRS entries are vital for establishing legal identity and accessing state benefits.
