Over 15,000 security personnel to guard Tripura Village Committee polls on Sept 28

Tripura will deploy more than 15,000 central and state security personnel to secure Village Committee elections across the Tripura Tribal Areas Autonomous District Council, officials said, with CAPF companies already arriving and state forces conducting area patrols.

Agartala: Tripura will deploy in excess of 15,000 security personnel to ensure the peaceful conduct of Village Committee elections in the state's tribal belt on September 28, officials said on Tuesday. The polling covers constituencies under the Tripura Tribal Areas Autonomous District Council (TTAADC) and comes after a hiatus of ten years.

Forces, numbers and arrival

A senior police official said the security package includes about 74 companies of the Central Armed Police Forces (CAPF) — amounting to roughly 5,000 personnel on actual deployment — alongside approximately 10,000 personnel from the Tripura State Rifles (TSR) and the Tripura Police. Of the 74 CAPF companies, 47 have already reached Tripura and the remainder were expected to be in the state by Wednesday, the official added.

“Of the 74 companies of CAPF, 47 companies have already arrived in Tripura, and the remaining forces would be available in the state by Wednesday,” the official said.

The state forces — led by district Superintendents of Police and other senior officers — have begun area-specific patrols and route marches intended to maintain law and order in the run-up to the Village Committee elections, the official said.

Role of Tripura State Rifles and precedent

Officials highlighted the operational experience of the Tripura State Rifles in election duties across the country. TSR units have been deployed for polling duties in the recent Lok Sabha elections held between April 19 and June 1, 2024, where they served in states including Maharashtra, Bihar, Odisha and Himachal Pradesh. The TSR's Indian Reserve battalions have also previously provided security during major events such as the 2010 Commonwealth Games in Delhi and have undertaken election duties in several states over the years.

Scope of the polls

The Tripura State Election Commission (TSEC) announced that elections will be held to fill 4,597 seats across 2,634 constituencies, covering 587 Village Committees — the equivalent of Gram Panchayats outside the TTAADC areas. The polls will determine the composition of local governing bodies in tribal areas after a decade without elections.

State Election Commissioner Pradeep Kumar Chakraborty conducted a virtual review on Monday to assess security and administrative readiness. Senior police leadership, including Tripura Director General of Police G.S. Rao and Inspector General of Police (Law and Order) Manchak Ipper, featured in the preparatory discussions, officials said.

Administrative measures and local impact

Besides the large security footprint, officials said they were intensifying area-level patrolling and logistical preparations to ensure polling stations remain accessible and safe for voters. The emphasis on a substantial CAPF presence along with statewide deployment by TSR and local police reflects the administration's anticipation of high-profile, politically sensitive polling in TTAADC areas.

Election officials have underlined that the arrangements are aimed at enabling voters to exercise franchise without fear and at preventing disruption by any group that might seek to influence the process. The size and composition of the deployment indicate prioritisation of both rapid response capability (CAPF) and local, terrain-familiar units (TSR and state police).

Practical information for voters

  • Polling date: 28 September.
  • Area covered: Village Committees under the TTAADC (587 committees, 2,634 constituencies).
  • Security presence: Combined CAPF, Tripura State Rifles and Tripura Police — total personnel in excess of 15,000.

Voters in tribal areas should expect heightened security near polling stations and possible route checks; election officials have advised cooperation with law enforcement to facilitate smooth voting operations.

Background and significance

The TTAADC administers civic and development functions in Tripura's tribal-majority regions. Conduct of Village Committee elections after ten years carries implications for local governance, distribution of development resources and political representation at the grassroots level. Ensuring credible, peaceful polls is therefore a priority for both the state administration and central agencies involved in the deployment.

With the CAPF companies largely in place and state forces mobilised, authorities said final logistical checks and area security measures would continue through the remainder of the month ahead of polling.

Security element Approximate strength
CAPF companies 74 companies (~5,000 personnel)
Tripura State Rifles and Tripura Police ~10,000 personnel
Total deployment >15,000 personnel

Officials reiterated that deployments and on-ground policing would be calibrated to preserve law and order while facilitating unfettered voter participation in the Village Committee elections.
