Governor examines completed Smart City projects and ICCC performance
Kohima: The Governor of Nagaland, Nand Kishore Yadav, on Friday received a detailed briefing on the progress of urban development projects implemented under the Kohima Smart City Mission and on the functioning of the city’s Integrated Command and Control Centre (ICCC), officials said.
Officials of the Kohima Smart City Development Limited (KSCDL) made a presentation at Lok Bhavan outlining achievements from the mission period and the operational status of assets handed over to the city. They told the Governor that Kohima had been selected for the Smart Cities Mission on 20 September 2016 and that the KSCDL was constituted in March 2017 as the mission’s special purpose vehicle.
With the centrally sponsored Smart Cities Mission formally ending on 31 March 2026, KSCDL reported that all 34 originally sanctioned projects have been completed. In addition, six extra initiatives undertaken subsequently have also been finished, bringing the total number of completed projects to 40, the presentation stated.
| Item | Figure |
|---|---|
| Projects originally sanctioned | 34 |
| Additional projects completed | 6 |
| Total completed projects | 40 |
| CCTV locations under ICCC | 80 |
| ICCC-assisted investigation success rate | 76.47% (Nov 2025–Sep 2026) |
KSCDL listed a cross-section of built assets that include the Kohima City Centre, a hotel building, a commercial complex, multi-level car parks, a mini sports complex, the Kohima Local Ground, the Capital Cultural Hall, community halls and accessible footpaths. The projects span categories such as urban amenities, mobility, smart services, public spaces and city-centre infrastructure.
ICCC operations and public safety outcomes
The ICCC, now commissioned, operates round-the-clock and supports multiple functions: CCTV surveillance, traffic management, Automatic Number Plate Recognition (ANPR)-based vehicle monitoring, public safety and security coordination, police liaison and investigation-related imagery collection. Officials said surveillance coverage is currently available at 80 locations across Kohima.
According to the presentation, data from ICCC surveillance was used in investigations with an operational success rate of 76.47% for the period between November 2025 and September 2026. KSCDL officials told the Governor that the ICCC has become an important tool in traffic monitoring and police coordination.
- Completed projects: 40 (34 sanctioned + 6 additional)
- ICCC surveillance points: 80 locations in Kohima
- Investigation assistance success rate: 76.47% (Nov 2025–Sep 2026)
Revenue, sustainability and institutional future
During the meeting, officials also reviewed the likely institutional arrangement for KSCDL now that the Smart Cities Mission funding window has closed. They said several urban assets created under the programme are operational and are already generating revenue. That income, they explained, is intended to be reinvested in additional public amenities and municipal services.
Officials sought guidance on the long-term governance model for KSCDL and on mechanisms to ensure continued maintenance of the built infrastructure. The presentation outlined options to leverage revenue streams from commercial assets to sustain service delivery and to finance future urban improvement works.
What this means for Kohima residents
Officials said the completed projects aim to address mobility and accessibility issues in the capital and to provide new public spaces and civic facilities. The operational ICCC is expected to improve day-to-day traffic management and assist law enforcement in investigations. Continued collection and use of surveillance data will, officials acknowledge, require clear protocols on data access and inter-agency coordination.
No timetable for a final institutional decision regarding KSCDL was released after the review. Officials said further consultations with stakeholders and government departments will follow to arrive at a definitive arrangement for the SPV’s role post-mission.
