Officers say they were called shortly after 5 a.m. on Saturday, Aug. 15, after a bystander discovered a male victim in distress in a parking lot near Ottawa Street North and Weber Street East. Investigators believe the victim had been assaulted with bear spray in a separate parking lot around Charles Street East and Pandora Avenue North, then moved to the other lot seeking help.
