Polokwane — The Polokwane Magistrates Court on Tuesday reduced the bail of Martha Ruiters, who is listed as accused number 10 in a probe linked to a R10 million insurance fraud investigation, the court record shows.
Reduction and conditions
Ruiters’s bail was decreased from R10 000 to R3 000 after she asked the court to consider a lower amount, saying she could not raise the original sum granted nearly two months earlier. The court also reiterated standard conditions attached to bail, including reporting at a local police station.
"As suggested by the State, this court will reduce your bail to R3 000, which also comes with normal bail conditions, and further, as ordered previously and also as suggested, you shall report at Sebokeng police station between Mondays and Tuesdays, Wednesdays and Thursdays before 18 hours," Magistrate Mpho Radebe said.
The State did not oppose the reduction but reminded the court to weigh the seriousness of the allegations. The magistrate said the court had considered Ruiters’s financial circumstances and found her to be an appropriate candidate for a reduced bail amount.
Background to the case
Ruiters is one of eight people arrested in March and connected to a multi‑million‑rand scheme involving alleged fraud against insurance providers. The investigation has also implicated a former police officer, named in previous reporting as Rachel Kutumela, whose trial is pending. Kutumela, together with her daughter and sister, remain in custody and are awaiting trial, according to court records.
During the bail hearing, Ruiters had initially told the court she could afford R3 000, but later said she could only manage R1 000 and that the remainder would be used for travel expenses. The magistrate, however, set the figure at R3 000.
Other matters in court
Separately, the defence for accused number six, William Shokane, withdrew a bail application filed on new facts. Defence counsel Kwinda Mashudu said the application depended on obtaining medical records to show a deterioration in Shokane’s health; the accused is reportedly wheelchair‑bound and was brought into the courtroom in a wheelchair.
The defence indicated it will re‑bring the application at a later date once medical documentation is available. Court documents show the defence argued that Shokane’s changed health status warranted reconsideration of bail conditions.
What bail reduction means locally
For residents of Polokwane and surrounding communities, decisions on bail in complex financial and alleged violent cases are closely watched. They reflect how magistrates balance presumptions of innocence, the accused’s financial capacity, the seriousness of the alleged crime and the need to ensure attendance at trial.
- Bail set for Martha Ruiters: R3 000 (reduced from R10 000)
- Reporting condition: Sebokeng police station, Mondays/Tuesdays and Wednesdays/Thursdays before 18:00
- Number of accused in probe: Eight arrested in March

Next steps
The broader criminal matter remains before the courts. The accused who are detained, including the former police officer implicated as an alleged mastermind, are awaiting trial. Any further bail applications or pre‑trial hearings will be managed through the Polokwane Magistrates Court docket, and additional medical evidence in Shokane’s case is expected to be presented when the defence is ready to proceed.
Members of the public who wish to follow the matter should note that court dates and procedural developments are recorded at the court and at the relevant police stations handling the investigation.
