Richard “Richie” West, a onetime participant in a federal investigation into a Reno-area prescription drug operation, was arrested Sept. 5 after Lyon County deputies say they found him unconscious in a vehicle and discovered fentanyl and methamphetamine during their investigation.
How deputies say they found him
According to the Lyon County Sheriff’s Office, deputies located West in the driver’s seat of a suspicious vehicle at the Valero gas station in Mound House on Sept. 5. The sheriff’s office reported West was unconscious and determined he was under the influence of fentanyl. Deputies said they recovered both fentanyl and methamphetamine inside the vehicle.
Arrests and charges
West was arrested on several allegations linked to the scene and subsequent investigative work. The sheriff’s office listed the following suspected offenses:
- Possession of controlled substances
- Possession of a controlled substance with intent to sell
- Possession of a dangerous weapon
- Possession of burglary tools
- Possession of a dangerous drug without a prescription
- Possession of drug paraphernalia
Information obtained during the vehicle investigation led deputies to a room at the Gold Dust West hotel in Carson City. Law enforcement reported locating additional quantities of fentanyl and methamphetamine there. A second person, Courtney O’Brien, who was in the room, was arrested on suspicion of possessing fentanyl and methamphetamine, possessing a dangerous drug without a prescription and possessing drug paraphernalia, the sheriff’s office said.
Past conviction tied to Reno prescription ring
West is well-known in connection with a federal probe into what prosecutors described as a
“pill mill”operating in the Reno area. In 2017, West pleaded guilty to conspiring to distribute a controlled substance. Court records from the prior case show he admitted obtaining oxycodone prescriptions from Reno physician Robert Rand and selling leftover pills.
West was sentenced in that case to two years in federal prison, but records indicate he was released from the Washoe County jail for time served in January 2018 and subsequently entered an inpatient drug rehabilitation program.
The earlier investigation resulted in a series of arrests in 2016; authorities charged nine individuals, and Dr. Rand was later sentenced in 2017 to 10 years in federal prison for unlawfully distributing oxycodone.

The renewed arrest of a figure tied to the earlier Reno prescription drug ring underscores continuing concerns in Northern Nevada about the presence of highly potent synthetic opioids and stimulant drugs in the supply chain.
