Conwy County Borough Council has set out a package of proposed parking and traffic controls that could significantly change how motorists use a large swathe of Llandudno and Craig-y-Don. The measures, published as part of a Traffic Regulation Order (TRO) consultation, include new no waiting restrictions, targeted loading and unloading controls, a proposed one-way system and an overnight motorhome ban.
What is being proposed
The TRO covers several streets around the town, with measures intended to maintain free flow of traffic and improve road safety, the council says. A public consultation is open and residents have until 28 August to submit their views.
- New 'No Waiting at Any Time' (double yellow lines) on a number of roads.
- No loading / unloading restrictions on certain sections to manage deliveries and reduce obstruction.
- A proposed one-way system on parts of the network to improve traffic flow.
- An overnight motorhome ban on specified streets to address local concerns over overnight parking.
Among the named roads set to be impacted are Clarence Road, Clarence Drive (near Ysgol Craig y Don), Clarence Gardens, Balfour Road, Queen’s Road, Roumania Drive, Trinity Avenue and Abbey Road. The council has published plans that show detailed lengths and positions for the restrictions.
Details published by the council
The draft order includes particular measures for Balfour Road and Clarence Road. For example, the council proposes 'No waiting at any time' on sections of Balfour Road defined by junction points, and on Clarence Road an element of 'No waiting at any time' from its junction with Mostyn Broadway for a distance of 7 metres in a northerly direction. Other parts of Clarence Road would also carry 'No loading/Unloading' restrictions at set times and a 'No stopping' provision from a defined point west of its junction with Claren[ce?].
| Road | Proposed restriction |
|---|---|
| Balfour Road | No waiting at any time on specified lengths (including entire north side) |
| Clarence Road | No waiting at any time for 7m from junction with Mostyn Broadway; additional no loading/unloading at times |
| Queen's Road, Clarence Drive, Roumania Drive | Various waiting and loading controls under consideration |
Conwy County Borough Council says requests for TROs can originate from a variety of sources, including local councillors, members of the public and traffic service assessments. The authority said the proposals have come from a range of such sources and that enforcement arrangements will be explained as the process advances.
"We are proposing this Traffic Regulation Order (TRO) to maintain free flow of traffic and improve road safety," a council spokesperson said.
How residents can take part
Those who live, work or travel in the affected areas are being urged to study the proposals and respond during the consultation period. The council has published maps and detailed descriptions of the intended restrictions to help people understand the likely effect on parking, deliveries and access.
Local drivers and businesses will want to consider how the changes might alter day-to-day routines — from deliveries to school runs — and whether the proposed prohibition of overnight motorhome parking could shift demand to other streets. Any objections or representations received during the consultation will ordinarily be considered by the council before a final decision is taken on whether to implement the TRO.
For many residents, parking and traffic controls are a familiar point of debate in summer months when the town attracts higher visitor numbers; the consultation will give the community an opportunity to influence how those challenges are managed moving forward.
Full details of the proposals and how to respond are available from Conwy County Borough Council. The consultation closes on 28 August.
