New parking facility aimed at easing land pressure in Leh
Leh, Sep 28: Lieutenant Governor Vinai Kumar Saxena on Monday inaugurated Ladakh’s first three-tier multi-level stacked parking facility at the district motor garage in Leh and disbursed subsidy cheques to beneficiaries who purchased electric cars under the Ladakh Electric Vehicle and Allied Infrastructure Policy.
The facility, described by the administration as a smart infrastructure solution for a region where urban land is scarce, was unveiled as Leh copes with rising mobility needs driven by increased tourist footfall and urbanisation.
“Projects such as these demonstrate the importance of adopting smart infrastructure solutions in a region where land is precious and urban areas are experiencing increasing pressure,” the lieutenant governor said.
Saxena also flagged off an electric vehicle demonstration rally on the occasion. The rally is intended to help authorities and residents understand the suitability and performance of EVs under Ladakh’s unique operating conditions, the administration said.
Subsidies under the EV policy
On the sidelines of the inauguration, the lieutenant governor handed over subsidy cheques to beneficiaries who purchased electric cars under the Ladakh EV Policy. The administration said some recipients had availed the Early Bird Incentive, which provides up to 20 percent subsidy, capped at specified amounts such as ₹5 lakh for cars.
No further financial breakdown or the exact number of beneficiaries receiving cheques was released at the ceremony.

Why multi-level stacked parking?
Officials said the stacked parking structure is meant to optimise limited urban land, reduce congestion and lower the carbon footprint associated with on-street parking. The three-tier design allows multiple vehicles to be parked vertically in the same footprint, a solution increasingly considered in compact urban centres.
- Addresses land scarcity in Leh’s urban core
- Reduces on-road congestion and idling emissions
- Supports the administration’s push for cleaner mobility
The administration linked the project to broader efforts under the Ladakh EV Policy to accelerate a shift to cleaner, carbon-neutral transport in the Union Territory. Officials framed the inauguration and the EV rally as complementary steps: infrastructure to park and maintain vehicles, and field testing to judge EV performance on Ladakh’s roads and climate.
Implications and practical considerations
For residents and visitors, the facility should increase organised parking capacity near the district motor garage and could serve as a model for future sites where space is at a premium. The demonstration rally is expected to generate user feedback about factors such as range, charging needs and vehicle behaviour at altitude, although the administration has not published testing parameters or timelines.
Authorities have emphasised incentives under the EV policy as a means to nudge early adoption. The announcement highlights the combination of demand-side measures (subsidies) and supply-side measures (parking and allied infrastructure) that administrations commonly pursue to support EV uptake.
Details on future locations for similar parking facilities, the total capacity of the new structure, or the planned expansion of charging infrastructure were not provided at the event.
The inauguration comes as Ladakh balances a growing tourist economy with environmental and urban management challenges. Officials said projects that conserve land while accommodating mobility needs are integral to the Union Territory’s development model.
