Election ends long Congress control in Shimla Zila Parishad
BHUPENDER SISODIYA and Bharat Klanta, candidates backed by the Bharatiya Janata Party (BJP), were elected chairperson and vice‑chairperson respectively of the Shimla Zila Parishad on September 11, marking the party's first control of the body in nearly 20 years, officials said.
The elections were held at the Zila Parishad office after a delay of several months that became the subject of political dispute and litigation. The BJP had approached the Himachal Pradesh High Court seeking directions; the court fixed the poll date, after which the Deputy Commissioner and presiding officer, Anupam Kashyap, administered the oath of office and secrecy to the newly elected leaders, according to official reports.

The BJP described the results as a major political setback for the ruling Congress in the district, traditionally regarded as a Congress stronghold and the home constituency of three state cabinet ministers. Party leaders said the outcome was an indicator of shifting political dynamics ahead of the 2027 Himachal Pradesh Assembly elections.
“There was a complete attempt to suppress Panchayati Raj,” said Bhupender Sisodiya, adding that the polls were held only after the BJP sought judicial intervention.
Sisodiya expressed gratitude to the people of Shimla district and pledged to prioritise public issues and work with the state government to address grievances. His remarks, as reported, criticised the earlier delay in conducting the Zila Parishad election and said the Congress had failed the people on several counts.
Vice‑chairperson Bharat Klanta credited the result to a resurgence of the BJP in the district following previous local body elections and the 2026 Panchayati Raj polls. Klanta forecast a strong BJP performance in the next Assembly elections, and was reported as saying:
“The BJP will return to power in Himachal Pradesh, but it will come with a massive majority. You will see the result in 2027. The BJP will win all the seats in Shimla district as well.”
Reports note the process of electing the chairperson and vice‑chairperson in Shimla was postponed for about three months after the declaration of Zila Parishad results, amid a meeting on August 3 that did not proceed because of an insufficient number of members. The delay prompted protests and eventually litigation by 13 Zila Parishad members that led the High Court to order the Deputy Commissioner to hold the election.
Local BJP leaders said the party's campaign in Shimla had been organised by Member of Parliament Harsh Mahajan and Sikander Kumar. After the announcement, party supporters gathered in the city to celebrate, according to reports.
