INDEPENDENCE, Mo. — Jackson County prosecutors filed charges Tuesday after Independence police shot a man who, according to court records and body camera video, raised a firearm at officers called to a domestic disturbance late Monday night.
Incident, charges and condition
Authorities identified the suspect in court filings as Saul Maldonado. He faces counts of unlawful use of a weapon and third-degree domestic assault following the encounter near South McCoy Street and West Stone Street just before 10:30 p.m. Monday.
Police say the woman who summoned officers reported that Maldonado was intoxicated and had assaulted her, including pulling her hair, striking her in the face and kicking her while she was on the ground. Officers who arrived at the residence encountered Maldonado in a hallway and observed him holding a gun.
Body-worn camera footage released in court documents reportedly shows Maldonado raising the firearm and pointing it in the direction of the officers after they ordered him to relinquish the weapon. Officers then opened fire. Maldonado sustained a gunshot wound to his right arm and was transported to a hospital; authorities say he is expected to survive.

Legal and procedural follow-up
A Jackson County judge set Maldonado’s bond at $100,000. The formal charges — unlawful use of a weapon and third-degree domestic assault — were filed by prosecutors on Tuesday.
Independence police and county prosecutors will handle the criminal case. Separately, police shootings typically trigger internal reviews and, in some instances, outside inquiries. Officials have not released any additional information about whether an independent review or the county prosecutor’s office will conduct a separate examination of the officers’ actions in this incident.

Community context and public safety implications
The shooting adds to a list of high-stress domestic disturbance calls that have escalated into officer-involved shootings in the Kansas City area over the years. Domestic calls are among the most unpredictable and dangerous encounters for patrol officers because of volatile emotions, alcohol or drugs, and the presence of weapons.
Local advocates for victims of domestic violence stress the importance of accessible resources and clear pathways for reporting abuse. Police officials, meanwhile, must balance rapid de-escalation efforts with officer safety when they confront suspects who are armed.
Neighbors and others in the surrounding community have not reported details beyond the court filings, and police have urged residents in the area to allow the investigation to proceed. The court filings and body camera footage will play a central role in any prosecution and in reviews of the officers’ conduct.
What to expect next
Prosecutors will move forward with the charges while the criminal case proceeds through the Jackson County court system. If the case follows typical timelines, pretrial hearings will determine whether the evidence, including the body camera footage and witness statements, is sufficient to move toward trial or other resolution.
