Visakhapatnam, Sep 19: Andhra Pradesh Chief Minister N. Chandrababu Naidu on Saturday distributed house-site title deeds to 28,445 families in Visakhapatnam, regularising a total of 399 acres — roughly 19.3 lakh sq yards — and conferring ownership rights on land estimated at nearly ₹9,000 crore, a government release and PTI reporting said.
Scope of the regularisation
The distribution, described by officials as the first of its scale in Visakhapatnam, was aimed at families who had been occupying and living in houses built on government land without formal title deeds for decades. According to the release, the exercise brings to a close a waiting period of about four decades for many households.
“This is the first time that such a large-scale regularisation and distribution of house-site title deeds is being undertaken in Visakhapatnam,”
The release noted that the land regularisation process, where no objections exist, will be extended across several localities stretching from Gajuwaka to Bheemili. The Chief Minister is reported to have personally handed over some of the title deeds to beneficiaries at the event.
What the title deeds change for beneficiaries
Officials said the grant of title deeds provides beneficiaries full ownership rights, enabling them to transfer property, bequeath assets to heirs and access formal financial instruments against their land. The government framed the move as delivering financial and social security and improving the beneficiaries' confidence about the future.
- Beneficiaries: 28,445 families
- Land regularised: 399 acres (about 19.3 lakh sq yards)
- Estimated value: nearly ₹9,000 crore
- Geography: areas between Gajuwaka and Bheemili in Visakhapatnam
Administration and directions
According to the release, the Chief Minister directed officials to regularise government land where houses had been constructed and no objections existed. The statement described the move as an end to a long-pending problem and said the coalition government had taken the step to confer clear ownership rights.
The release did not provide a detailed timeline for issuance of formal pattas or the administrative steps that follow the handing over of provisional or final deeds. It also did not list the criteria used to determine eligibility beyond noting that regularisation would be completed "wherever there were no objections".
Scale and local impact
The action affects a substantial urban population in Visakhapatnam, a city that has expanded rapidly in recent decades with mixed land use and informal housing pockets. For many recipients, certainty of ownership can make it simpler to access bank loans, apply for municipal services improvements and plan long-term family security.
| Metric | Figure |
|---|---|
| Number of families | 28,445 |
| Land regularised | 399 acres (~19.3 lakh sq yards) |
| Estimated value | Nearly ₹9,000 crore |
While the government release framed the programme as restorative and welfare-oriented, questions remain about the administrative follow-through — such as the registration process, taxation implications for newly titled plots and the handling of any objections or overlapping claims. The release did not elaborate on whether compensation, rehabilitation or alternate arrangements have been offered to those whose claims could not be regularised.
Political and policy context
The distribution takes place under the coalition government led by Mr Naidu and is likely to be seen both as a governance measure addressing long-standing tenure insecurity and as a politically significant act given the number of households affected. The release highlighted the scale of regularisation as a first for the city.
Officials emphasised the social benefits of secure land titles, including the ability to pass property to the next generation and enhanced access to credit. The programme is limited, per the release, to land where no objections have been raised; it remains unclear how many pending objections there are and how they will be resolved.
Further administrative orders and notifications are expected from the state revenue and urban departments laying out the procedural steps for beneficiaries to complete registrations and for municipal authorities to update records.
