Congress refuses cabinet berth in J&K till statehood restored, says Tariq Karra

Jammu and Kashmir Pradesh Congress Committee chief Tariq Hameed Karra said the party will not join Chief Minister Omar Abdullah’s cabinet until the restoration of statehood and other constitutional rights, though it remains ready to check any attempt to destabilise the government.

Jammu / Reasi: Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Tariq Hameed Karra on Thursday said the party would not join Chief Minister Omar Abdullah's council of ministers until the erstwhile state's status and other constitutional rights are restored.

Karra made the declaration after addressing a meeting of the District Congress Committee in Reasi, and sought to put to rest speculation about a pending cabinet berth for the Congress in the National Conference-led government. The NC had reportedly reserved one ministerial slot for its alliance partner ahead of a planned expansion.

"Congress can't climb down from its principled stand of restoration of statehood and other constitutional rights, taken away from people in order to join the government," Karra said.

Stance firm but conditional support on stability

While asserting the party's refusal to accept a ministerial post until statehood is restored, Karra also clarified that the Congress would not seek to undermine the NC administration. He said the party would step in to defend the government's stability if the Bharatiya Janata Party attempted to "disturb the stability of NC government".

The JKPCC president added that the party would continue to raise public-interest issues and would not remain silent on governance matters. He criticised the government’s decision to raise power tariffs and urged the administration to offer relief measures for citizens, suggesting the announcement of an amnesty scheme as a possible step.

Political context and practical implications

The National Conference has been reported to be awaiting the Congress response before finalising its cabinet expansion. NC leaders had indicated one berth was being held for the grand old party. The firm position taken by the JKPCC narrows options for immediate inclusion of Congress ministers in the state administration.

Separately, national Congress leaders have signalled internal discussions on the matter. Reports earlier in the day quoted the AICC general secretary in-charge for Jammu and Kashmir as saying no final decision had been taken, indicating ongoing consultations between the state unit and the party high command.

  • Position on statehood: Congress refuses cabinet participation until restoration of statehood and constitutional rights.
  • Cabinet seat: National Conference reportedly reserved one ministerial berth for Congress ahead of expansion.
  • Conditional support: Congress ready to defend government stability against external attempts to destabilise it.

For the NC-led government, the Congress position complicates the arithmetic of a wider cabinet expansion. If the Congress holds to its stance, NC may either proceed without the grand old party or seek alternative arrangements to accommodate alliance politics while addressing the Congress' demand for the restoration of statehood.

On governance issues, Karra flagged the recent increase in power tariffs as an added burden on households already facing multiple pressures. He urged the government to devise a comprehensive relief package and proposed an amnesty to help affected consumers, though he did not provide specifics of the proposed scheme.

Local political observers say the development underscores the continuing salience of the statehood issue in Jammu and Kashmir politics. The question of statehood restoration and the re-enfranchisement of constitutional safeguards have remained touchstones in post-2019 discourse on the Union Territory.

The coming days are likely to see renewed talks between JKPCC leaders and the Congress high command, as well as consultations between the Congress and the National Conference, to clarify positions and explore possible compromises. For now, Karra’s unequivocal statement sets a clear red line for his party’s participation in the state executive.
