Dehradun: The Uttarakhand government on Monday will roll out the Mukhyamantri Yuva Bhavishya Nirman Yojana, a free online coaching programme aimed at students enrolled in state universities and government- and aided-colleges, the Chief Minister's Office said.
Who will benefit and what is on offer
The scheme is designed to provide online coaching and quality study material to aspirants preparing for a broad range of competitive examinations and higher-education eligibility tests. According to the CMO, beneficiaries will include students preparing for:
- Civil Services — UPSC and State Public Service Commissions
- Defence Services — CDS
- Banking, Railways and SSC examinations
- Higher-education and eligibility tests — CAT, MAT, GATE, NET and CSIR-NET
The state government said the programme seeks to ensure that financial limitations do not prevent meritorious students from accessing coaching and guidance.
Access and intended reach
Students enrolled in universities as well as in government and aided colleges across Uttarakhand will be able to avail themselves of the online coaching. The CMO highlighted that the initiative is expected to be particularly useful for youngsters from remote and hilly regions who typically need to travel to larger cities in search of quality tuition.
By providing expert guidance digitally, the administration aims to reduce the need for physical relocation and associated expenses for exam preparation. The CMO statement noted that the scheme will supply study material alongside live or recorded coaching sessions, though it did not detail the coaching partners or the platform that will host the classes.
Implementation details still pending
At the time of the announcement, the state has not published finer operational particulars such as enrolment procedure, eligibility verification, batch sizes, timetable, certification or any fee component for specialised modules (if applicable). Officials have also not named the academic or coaching institutions that will deliver the lessons.
Students and college administrators are likely to await a government notification that clarifies these aspects, including whether the programme will be accessible on low-bandwidth connections and how revision tests or mock exams will be conducted.
Context: widening access to competitive exam coaching
Uttarakhand's move follows a broader trend among state governments to expand digital education services for competitive examinations and entrance tests. Proponents say online coaching can democratically widen access for rural and marginalised students, while critics caution about digital divide challenges — such as unreliable internet, lack of devices, and the need for more personalised mentoring for certain competitive streams.
"Providing social security to the weaker, needy and deprived sections of society is a priority of the state government," the Chief Minister said in a separate release regarding pension transfers on Friday.
Related social-security action by the government
The announcement of the coaching scheme comes days after the Chief Minister used a one-click payment mechanism to electronically transfer pension instalments under various social-welfare schemes. The CMO reported that a total of ₹147.05 crore was transferred to the bank accounts of 9,91,914 beneficiaries, and pensions for 5,605 new beneficiaries were sanctioned in August.
What students should look for next
Until the government issues detailed guidelines, students and college authorities should monitor official communications from the Chief Minister's Office, the state higher-education department and university portals for:
- Eligibility criteria and registration window
- List of partner coaching providers and faculty credentials
- Mode of delivery (live classes, recorded modules), platform details and data requirements
- Assessment and progress-tracking mechanisms, and any certification offered
The success of the programme will depend on operational clarity, outreach to remote districts, and measures to bridge the digital-access gap. Stakeholders in colleges and student unions in Uttarakhand have been urged to engage with the state administration once the detailed scheme guidelines are released.
